6. 6. The Board shall endeavour to cooperate closely with any public financial assistance facility including the European Financial Stability Facility (EFSF) and the European Stability Mechanism (ESM), in particular in the extraordinary circumstances referred to in Article 27(9) and where such a facility has granted, or is likely to grant, direct or indirect financial assistance to entities established in a participating Member State.

5. Subject to Articles 1, 4 and 6, the ECB shall cooperate closely with any public financial assistance facility including the European Financial Stability Facility (EFSF) and the ESM, in particular where such a facility has granted or is likely to grant, direct or indirect financial assistance to a credit institution which is subject to Article 4.

Considers that this framework should take into account experience of existing revolving instruments provided by public financial intermediaries, involve existing EU funds and be designed to attract other public or private funds to create the highest leverage possible; considers that the European Commission cannot always be the sole source of all financial resources; calls upon the commission to fulfil a key role in unlocking and leveraging funding that is available in both public and private financial institutions; considers that the Commission should encourage financial institutions as well as funding programs such as the European Investment Bank to give high priority to innovative energy efficiency initiatives, especially when these contribute to other EU goals such as job growth;
