Welcomes the announcement by the Ukrainian Government of an ambitious economic and social reform agenda, and highlights the vital importance of its swift implementation in order to stabilise and overcome the country’s critical financial situation; welcomes the decision of the international financial institutions and the EU to provide Ukraine with substantial short- and long-term financial aid; recalls the need to organise and coordinate an international donor conference, which should be convened by the Commission and take place as soon as possible;

Recalls that the EU's engagement with its neighbours should be conditional on their democratic progress and respect for human rights; therefore calls on the international community to freeze its financial assistance, as well as that of the International Financial Institutions to which its members belong, to the Belarusian regime until all detained and arrested opposition leaders, journalists, presidential candidates and their supporters are released and cleared of charges and rehabilitated;

(11 bis) Une aide financière au Kosovo devrait toutefois être liée à l'établissement, avec le soutien d'institutions financières internationales, d'un plan de développement économique à long terme complet et réaliste, au plein respect des normes internationales en matière de démocratie et des droits de l'homme, y compris le respect des minorités et aux principes fondamentaux de l'État de droit ainsi qu'à une stratégie anti-corruption détaillée et dotée de ressources suffisantes.
(11a) Financial assistance to Kosovo should however be conditional on the establishment, with the support of international financial institutions, of a comprehensive and realistic long-term economic development plan, full compliance with international democratic and human rights standards, including respect for minorities, and with the fundamental principles of the rule of law, and a detailed and properly resourced anti-corruption strategy.

Stresses, with regard to coordinating efforts in the context of WTO trade negotiations, the need for a broader social dialogue including subjects such as sustainable development and the protection of the environment, as well as employment and social security; cooperation on the reform of IFIs should also be envisaged;

L'Union devrait veiller à ce que les institutions financières internationales tiennent dûment compte de l'importance des dépenses d'éducation, de santé et de sécurité sociale dans leurs politiques à l'égard des pays voisins.
The EU should ensure the IFIs take adequate account of the importance of spending on education, health and social safety net provisions in their policies towards the neighbouring countries.
