C’est ainsi que l’adoption le 6 mai 1999 à la majorité simple par un Parlement expirant de l’accord interinstitutionnel reprenant les dispositions financières arrêtées dans les "conclusions" du Conseil européen de Berlin a abouti à limiter pour six années à la fois le niveau global des crédits susceptibles d’être votés par amendement au projet de budget sur la base de l’article 272 du Traité et la liberté laissée aux parlementaires de faire porter leurs amendements sur les dépenses non obligatoires de leur choix.
By way of an example, the adoption on 6 May 1999, by an outgoing Parliament acting by a simple majority, of the interinstitutional agreement setting out the financial provisions adopted in the ‘conclusions’ of the Berlin European Council served to restrict for six years both the overall level of appropriations which can be adopted by means of amendments to the draft budget, on the basis of Article 272 of the Treaty, and MEPs’ freedom to table amendments dealing with any item of non-compulsory expenditure.
