R. considérant que le Soudan du Sud n'a pas encore adhéré à l'accord de Cotonou et que son gouvernement s'est déclaré préoccupé à propos des répercussions potentielles sur ses relations avec la République du Soudan; considérant que l'adhésion à l'accord de Cotonou n'oblige pas le Soudan du Sud à adhérer immédiatement au statut de Rome; considérant que cette réticence vis-à-vis de son adhésion à l'accord de Cotonou pose des problèmes pour la programmation de l'aide de l'UE à partir de 2014 au titre du 11 Fonds européen de développement, puisque le Soudan du Sud pourrait se retrouver perdant, non seulement en termes de dotations nationales, mais également en ce qui concerne les fonds régionaux et les ressources importantes de la Banque européenne d'investissement (BEI) qui consolideraient ses infrastructures et son intégration économique régionale; considérant qu'en ratifiant l'accord de Cotonou, le Soudan du Sud pourrait également accroître sa capacité à attirer des investissements du secteur privé européen; considérant que les facilités financières supplémentaires auxquelles le Soudan du Sud pourrait avoir accès après avoir adhéré à l'accord de Cotonou pourraient également contribuer à la mise en œuvre des accords d'Addis-Abeba;
R. whereas South Sudan has not yet acceded to the Cotonou Agreement, with the Government of South Sudan voicing concerns about potential implications for its relations with the Republic of the Sudan; whereas accession to the Cotonou Agreement would not oblige South Sudan to accede immediately to the Rome Statute; whereas this reluctance to accede to the Cotonou Agreement is leading to problems in programming EU aid from 2014 onwards under the 11th European Development Fund, which could potentially result in South Sudan losing out, not only in terms of national allocations, but also with a view to regional funds and substantial European Investment Bank (EIB) resources which would enhance its infrastructure and regional economic integration; whereas by ratifying the Cotonou Agreement, South Sudan could also increase its capacity to attract European private sector investments; whereas the additional financial facilities to which South Sudan could have access following accession to the Cotonou Agreement could equally help with the implementation of the Addis Ababa Agreement;

13. s'alarme de la crise financière mondiale actuelle qui pourrait aboutir à une réduction des financements disponibles pour l'agriculture; invite la Commission à analyser les incidences de la crise financière sur le secteur agricole et à envisager des propositions visant à garantir la stabilité du secteur, y compris en termes d'accès aux prêts et aux garanties de crédit; rappelle que la crise alimentaire est étroitement liée à la crise financière au cours de laquelle les injections de liquidités auxquelles ont procédé les banques centrales pour prévenir des faillites sont susceptibles d'avoir intensifié les investissements spéculatifs dans les produits de base; invite le Fonds monétaire international et le Forum de stabilité financière à procéder à une évaluation de cet effet secondaire et à en tenir compte lorsqu'ils proposent des solutions globales;

Is alarmed by the current global financial crisis, which may result in a reduction in the amount of funding available for farming; calls on the Commission to analyse the effects of the financial crisis on the agricultural sector and to consider proposals to ensure the stability of the sector, also in terms of access to loans and credit guarantees; points out that the food crisis is closely bound up with the financial crisis, in the context of which liquidity injections made by central banks to prevent bankruptcies may have increased speculative investments in commodities; calls on the International Monetary Fund and the Financial Stability Forum to assess this side-effect and take it into account when proposing global remedies;
