– (IT) Comme j’ai eu l’occasion de l’expliquer en mars dernier, au moment du vote sur le rapport Böge, l’utilisation du Fonds européen d’ajustement à la mondialisation constitue un instrument utile dans la lutte contre les conséquences de la crise économique et financière; cette initiative très intéressante fournit une réponse concrète en termes d’aide financière.

Question No. 899 Mr. Hoang Mai: With regard to the proposed new bridge on the St. Lawrence River: (a) why did the 2012 budget not include long-term planning for the proposed bridge; (b) have the cost estimates been further refined since initial estimates of between three and five billion dollars were made, and how are these estimated costs broken down, in as much detail as possible; (c) what further factors need to be taken into account to refine the estimates; (d) at what time in the financial analysis process will the Treasury Board of Canada or the Department of Finance be involved and to what extent; (e) has Transport Canada chosen the funding model and, if so, which one, and why; (f) will there be any public consultation concerning the funding model; (g) have any economic models been created to understand the financial impacts of the various options for the project; (h) is public-private partnership (P3) still an option (i) who is involved in making the decision about P3, (ii) have there been concrete steps made in order to finalize a decision, (iii) will there be any public consultation regarding P3; (i) has Transport Canada decided on the type of structure (bridge or tunnel); (j) what are the initial outcomes of the government’s collaboration with the province of Québec to integrate transit onto the new bridge; (k) has Transport Canada been involved in the study of integrating a Light Rail Transit (LRT) onto the bridge, (i) at what stage in the planning process will the government define the parameters of public transportation on the bridge, (ii) how is the government coordinating the planning process with the government of Québec, the Agence métropolitaine de transport and other interested parties, (iii) when are the results of this study expected and will they be made public, (iv) is the LRT the preferred option according to the current status of the study, (v) will the government help fund a project of this calibre if LRT is chosen as the appropr ...

Calls on the Commission to identify more precisely the budget lines relevant to the Platform and the level of appropriations allocated to them, particularly as regards the ESF and its contribution to this flagship initiative through the funding of political priorities such as preventing early school leaving and addressing poverty among children, women, the elderly and migrant workers; calls on the Commission to set out its proposals for combating poverty and social exclusion in the 2014-2020 multiannual financial framework, so as to ensure adequate funding of the initiatives launched to combat poverty and social exclusion; calls on the Commission to identify the financial support needed for agreed thematic priorities, and to ask the Member States to provide financial support for the civil society actors involved, at national level, in the national reform programmes, the Flagship Platform and the national strategies for social protection and social inclusion; recommends pressing ahead with, and providing increased funding for, European programmes which can contribute to various aspects of the fight against social exclusion, poverty and social and economic inequality, including health inequality (such as the research Framework Programme and the Progress programme);

127. estime que les initiatives nationales isolées ne peuvent être efficaces sans une action coordonnée à l'échelle de l'Union européenne et qu'il est donc essentiel que l'Union s'exprime fermement d'une seule voix et qu'elle mette en œuvre des actions communes; rappelle que la solidarité, sur laquelle repose le modèle européen de l'économie sociale, et la coordination des réponses nationales ont été capitales pour éviter les mesures protectionnistes à brève échéance d'États membres isolés; fait part de son inquiétude quant au fait que la résurgence du protectionnisme économique au niveau national entraînerait très probablement la fragmentation du marché intérieur et une diminution de la compétitivité et estime, de ce fait, qu'elle doit être évitée; s'inquiète également du fait que la crise économique et financière actuelle puisse être utilisée pour justifier le retour à des mesures protectionnistes dans certains États membres, alors que cette crise appelle au contraire le recours à des mécanismes de sauvegarde communs;
127. Takes the view that initiatives by single states cannot be effective without coordinated action at EU level, making it fundamental that the European Union speaks with a strong single voice and implements common actions. Solidarity, on which the European social economy model is based, and the coordination of national responses have been crucial to avoiding protectionist measures of short duration by single Member States; expresses its concern that the re-emergence of economic protectionism at national level would most probably result in fragmentation of the internal market and a reduction in competitiveness, and therefore needs to be avoided; is concerned that the current economic and financial crisis could be used to justify reviving protectionist measures in various Member States, whereas the downturn calls for common safeguard mechanisms instead;

Le Conseil a dès lors invité la Commission à identifier les mesures législatives et non législatives essentielles et les ressources financières adéquates et à élaborer une initiative pour une énergie financièrement durable; l’objectif de cette initiative, qui sera un projet conjoint de la Commission et de la Banque européenne d’investissement, sera de mobiliser d’importantes ressources financières d’investissement provenant des marchés de capitaux, ce qui imposera de tenir compte des évaluations des experts de la Banque européenne pour la reconstruction et le développement et d’autres institutions financières internationales.
The Council has therefore invited the Commission to identify essential legislative and non-legislative measures and the appropriate financial resources and to draw up an initiative for financially sustainable energy; the aim of this initiative, which will be a joint project of the Commission and the European Investment Bank, will be to mobilise extensive financial investment resources from capital markets, in relation to which it will be necessary to take into account expert assessments from the European Bank for Reconstruction and Development and other international financial institutions.

Sur un plan général, le Conseil : - souligne la nécessité de poursuivre avec la plus grande énergie la lutte contre la fraude qui porte préjudice aux intérêts financiers communautaires ainsi qu'à la crédibilité et à l'efficacité des politiques engagées ; - considère que cette tâche permanente, couvrant aussi bien les dépenses que les recettes, ne peut se concevoir sans une coopération étroite entre la Commission et les Etats membres, celle-ci devant s'effectuer dans le clair respect de leur compétences respectives ; - souligne, à cette fin, le rôle déterminant du Comité consultatif pour la coordination dans le domaine de la lutte contre la fraude; - appuie, dans le même esprit, les initiatives de la Commission en vue de développer ses contacts avec les autorités compétentes des Etats membres, afin d'inscrire dans le contexte international approprié la lutte contre toutes les formes de criminalité et de délinquance financière organisée, dans le cadre de la lutte anti-fraude ; - considère que le rapport annuel de la Commission pour l'année 1994 présente, dans un souci louable d'exhaustivité, les progrès réalisés dans tous les volets de la lutte contre la fraude.
In general terms, the Council: - stresses the need for the utmost vigour in waging war on fraud, which damages the Community's financial interests as well as the credibility and effectiveness of the policies pursued; - considers that this ongoing task, covering both expenditure and revenue, is inconceivable without close cooperation between the Commission and the Member States, in clear compliance with their respective spheres of responsibility; - points to the decisive role here of the Advisory Committee for the Coordination of Fraud Prevention; - in the same spirit, supports the Commission's steps to develop its liaison with the competent authorities in the Member States, in order to place action against all forms of crime and organized financial misconduct within the appropriate international context, in the course of combating fraud; - considers that, in a commendable attempt to be exhaustive, the Commission's annual report for 1994 describes progress in all areas of the fight against fraud.
