(13) In order to alleviate those problems and to speed up the implementation of the operational programmes and projects, as well as to strengthen the economic recovery, it is appropriate that the managing authorities of the Member States having experienced serious difficulties with respect to financial stability and which have been granted financial assistance according to one of the financial assistance mechanisms set out above may contribute financial resources from operational programmes to the establishment of risk sharing instruments providing loans or guarantees or other financial facilities, in support of projects and operations foreseen under an operational programme.

(10) In order to address the above issues in an effective and timely manner specific financial resources and financing instruments are required that can work in a manner complementary to humanitarian aid and long-term cooperation instruments.

Par ce programme thématique, les questions d’égalité des sexes telles que l'accès des filles et des femmes aux connaissances et aux compétences, les environnements scolaires sûrs, la santé génésique et sexuelle et les droits connexes, la protection sociale et l’emploi devraient être abordées dans le cadre des quatre priorités énoncés ci-dessus.
Throughout this thematic programme, gender equality issues such as girls’ and women’s access to knowledge and skills, safe school environments, sexual and reproductive health and rights, social protection and employment should be addressed under the four priorities outlined above.
