Dans un marché financier international de plus en plus intégré, les règles de surveillance revêtent une importance cruciale. L'Union européenne doit assumer le rôle qui lui incombe dans l'élaboration de normes mondiales de haut niveau. Elle continue d'oeuvrer pleinement et activement pour l'obtention d'un consensus international et pour la transcription aussi large que possible des "bonnes pratiques" dans la réglementation financière, comme l'illustre bien l'appui qu'elle accorde aux travaux menés par l'IASC (International Accounting Standards Committee) afin de faire appliquer un jeu de normes comptables mondialement admises, ce qui renforcera la transparence financière et facilitera le travail des autorités de surveillance.
In an increasingly integrated global financial market, rules on supervision are of crucial importance. The EU must play its part in encouraging high standards of regulation world wide. The EU continues to play a full and active role in forging an international consensus and widespread implementation of best practice in financial regulation. Its support for the work of the IASC (International Accounting Standards Committee) to secure a globally accepted set of financial reporting standards that will enhance financial transparency and facilitate the task of financial supervisors is a good example.

Welcomes the rapid modernisation of the Chinese financial sector; stresses, however, the utmost importance of ensuring a smooth transition so as to avoid any financial instability with possible repercussions across global financial markets; suggests, in particular, that a "race to the bottom" involving harmful regulatory competition between global financial marketplaces should be avoided; suggests, on the contrary, that major regulators worldwide should promote standards of the highest quality; recalls that the EU itself is committed to the global convergence of standards in the areas of accounting (International Financial Reporting Standards), audit (International Standards on Auditing), capital requirements for credit institutions (Basel II), money laundering and the fight against financing terrorism (Financial Action Task Force on Money Laundering (FATF) recommendations) and securities market regulation (International Organization of Securities Commissions standards); points out that the EU would be ready to offer its experience and assistance to the Chinese authorities to implement convergence where necessary;
