(a) where, on an attribution point in respect of the financial institution for the specified taxation year, less than 10% of the total value of the units of the financial institution are held by persons (in this section referred to as “institutional investors”) that are neither individuals nor specified investors in the financial institution for the particular fiscal year, all units of the financial institution held, on the attribution point, by unknown institutional investors — each of which is an institutional investor in respect of which the financial institution does not know, on December 31, 2010, the institutional investor’s investor percentage for each participating province as of the attribution point — did not exist on the attribution point;

L'intégration économique et financière de tous les États membres, et en particulier de ceux dont la monnaie est l'euro, nécessite une surveillance renforcée pour éviter que les sérieuses difficultés qu'un État membre connaît ou risque de connaître en ce qui concerne sa stabilité financière ne se propagent au reste de la zone euro et, plus largement, à l'ensemble de l'Union.
The economic and financial integration of all Member States, in particular those whose currency is the euro, calls for enhanced surveillance to prevent contagion from a Member State experiencing or threatened with serious difficulties with respect to its financial stability to the rest of the euro area and, more broadly, to the Union as a whole.

Un État membre dont la monnaie est l'euro devrait faire l'objet d'une surveillance renforcée en vertu du présent règlement lorsqu'il connaît ou risque de connaître de sérieuses difficultés financières, en vue de lui assurer un retour rapide à une situation normale et de protéger les autres États membres de la zone euro contre d'éventuelles retombées négatives.
A Member State whose currency is the euro should be subject to enhanced surveillance under this Regulation when it is experiencing or is threatened with serious financial difficulties, with a view to ensuring its swift return to a normal situation and to protecting the other euro area Member States against potential adverse spill-over effects.

1. La Commission peut décider de soumettre à une surveillance renforcée un État membre qui connaît ou risque de connaître de sérieuses difficultés du point de vue de sa stabilité financière qui sont susceptibles d'avoir des retombées négatives sur d'autres États membres de la zone euro.
1. The Commission may decide to subject to enhanced surveillance a Member State experiencing or threatened with serious difficulties with respect to its financial stability which are likely to have adverse spill-over effects on other Member States in the euro area.

2. Lorsqu'un État membre connaît des difficultés ou une menace sérieuse de graves difficultés, en raison de catastrophes naturelles ou d'événements exceptionnels échappant à son contrôle, le Conseil, sur proposition de la Commission, peut accorder, sous certaines conditions, une assistance financière de l'Union à l'État membre concerné.
2. Where a Member State is in difficulties or is seriously threatened with severe difficulties caused by natural disasters or exceptional occurrences beyond its control, the Council, on a proposal from the Commission, may grant, under certain conditions, Union financial assistance to the Member State concerned.
