TRADUCTIONS EN CONTEXTE

1 (1) Dans le présent règlement administratif, « Guide de la gestion et des politiques financières des comités » s’entend du document, avec ses modifications successives, qui est publié par l’Administration de la Chambre avec l’autorisation du Bureau de régie interne, qui décrit les activités de gestion financière des comités parlementaires ainsi que les politiques régissant ces comités et qui reproduit les budgets des comités de la Chambre des communes ainsi que les allocations et indemnités qui sont fixés par le Bureau conformément à l'article 16 du Règlement administratif sur la gouvernance et l'administration.
1 (1) In this By-law, “Financial Management and Policy Guide for Committees” means the manual of that name, as amended from time to time, that is issued by the House Administration under the authority of the Board of Internal Economy, that describes the financial management activities and related policies that govern all types of parliamentary committees and that contains the budgets and allowances of parliamentary committees set by the Board of Internal Economy in accordance with section 16 of the Governance and Administration By-law.

Le Guide des politiques financières des comités de la Chambre des communes prévoit que les budgets de chacun des comités mixtes permanents doivent être partagés entre les deux chambres du Parlement au prorata des députés et des sénateurs que compte chaque comité.
TheFinancial Policy Manual for Committees of the House of Commons provides that the budgets of each standing joint committee be shared between the two Houses of Parliament in proportion to the number of members from each House on the committee.

7. se félicite des améliorations en cours dans l'environnement de contrôle interne du Comité des régions, en particulier l'inventaire des principales procédures administratives, opérationnelles et financières du Comité des régions (CdR), l'élaboration d'une note d'orientation pour le personnel sur la déontologie et l'intégrité, y compris une liste d'auto-évaluation concernant les conflits d'intérêts, l'amélioration du vade-mecum des tâches et fonctions des agents du CdR, ainsi que l'organisation d'une vérification ex post pour 2008 dans tous les services du CdR;
7. Welcomes the ongoing improvements in the internal control environment of the CoR, in particular, the inventory of main administrative, operational and financial procedures of the CoR, development of a guidance note for the staff on deontology and integrity, including a self-assessment checklist regarding conflict of interests, improvement of the vade mecum of tasks and responsibilities of CoR staff, as well as organisation of an ex-post verification exercise for 2008 in all services of the CoR;

9. constate que l'Office de lutte antifraude (OLAF) a effectué une enquête sur des allégations de fraude en matière de remboursement des frais de voyage d'un membre; que l'OLAF a établi qu'il y avait eu double remboursement et a, par conséquent, transmis ses constatations au ministère public belge; que d'un bout à l'autre de l'enquête, le Comité a coopéré sans réserve avec l'OLAF; que ce dernier n'a pas mis en question le système de gestion financière du Comité;
9. Notes that the European Anti-Fraud Office (OLAF) has completed an investigation into allegations concerning the possible misuse of the committee's travel reimbursement scheme by a member; OLAF has found evidence of "double reimbursement" and, therefore, forwarded its findings to the Belgian public prosecutor; throughout the investigation the EESC fully co-operated with OLAF; OLAF did not question the EESC's financial management system;

DeWare: Honorables sénateurs, j'ai l'honneur de présenter le 10e rapport du comité sénatorial permanent des affaires sociales, des sciences et de la technologie, qui demande respectueusement que le sous-comité sénatorial de l'enseignement postsecondaire soit autorisé à se déplacer au Canada pour faire son étude et qu'il soit autorisé à comptabiliser ses dépenses conformément aux lignes directrices de procédure sur l'administration financière des comités du Sénat.

DeWare: Honourable senators, I have the honour to present the tenth report of the Standing Senate Committee on Social Affairs, Science and Technology, which respectfully requests that the Subcommittee on Post-Secondary Education be empowered to adjourn from place to place within Canada for the purpose of its examination, and that the said subcommittee be permitted to refer the special expenses involved as outlined in Procedural Guidelines for the Financial Operation of Senate Committees.
