In order to clarify the regime of exemptions for the European System of Central Banks (ESCB), other national bodies performing similar functions and bodies intervening in the management of public debt, it is appropriate to limit such exemptions to the bodies and institutions performing their functions in accordance with the law of one Member State or in accordance with the Union law, as well as to international bodies of which two or more Member States are members and which have the purpose of mobilising funding and providing financial assistance to the benefit of their members that are experiencing or threatened by severe financing problems, such as the European Stability Mechanism.

est conscient du fait que le système de financement européen actuel à l'appui de la normalisation européenne est souvent source de frustrations du fait de changements intervenant dans les réglementations, du coût élevé que représentent les audits et des retards dans l'autorisation des paiements; souligne qu'il est urgent de réduire ces coûts et la lourde charge administrative qui l'emporte parfois sur les bénéfices du soutien financier accordé, tout en respectant les réglementations financières de l'Union européenne; demande à la Commission et à toutes les parties prenantes de garantir la viabilité financière du système, notamment par le biais de partenariats public-privé et d'une programmation financière pluriannuelle, ce qui est essentiel pour garantir l'efficacité et l'efficience du système dans le contexte de la concurrence mondiale; estime que la Commission et les OEN pourraient renforcer leur coopération pour garantir un cadre stable et convivial pour la contribution financière de l'Union à la normalisation européenne, ce qui accroîtra de manière significative l'efficacité du système;
Is aware that the current system of EU funding in support of European standardisation often leads to frustration in terms of rule changes, the high cost of auditing and delays in the authorisation of payments; stresses that there is an urgent need to reduce these costs and the high administrative burden that at times outweigh the benefits of the financial support provided, while respecting EU financial rules; calls on the Commission and all stakeholders to ensure the financial sustainability of the system, including through public-private partnerships and through multiannual financial planning, which is essential to ensure its effectiveness and efficiency in global competition; considers that the Commission and the ESOs could improve their cooperation in order to guarantee a stable and user-friendly framework for the EU financial contribution to European standardisation which will increase significantly the efficiency of the system;
