The first message deals with one of my great concerns, the enormous market concentration at the top of the market, with 30 to 40 major cross-border financial players and a high concentration in several Member States.

Seeing the growth in cross border activity and the concentration of large players in the financial markets, it is time for integrated supervision at European level, possibly via a two-tier system with European-level supervision for large cross-border players without prejudice to the level playing field between cross-border and local players.

As is the case for the cross border purchasing of general goods and services, the most recent Eurobarometer found that citizens rated language problems as the greatest barrier to purchasing financial services cross-border. The figure for language problems was 37%, followed by fraud risk (30%), incomprehensible (29%) or insufficient (26%) information and the extra costs involved (24%).[16]
