Calls for European industrial policy to support the growth-promoting, value-added sectors where Europe already leads the field or has the potential to do so, and to ensure that sectors such as aerospace, chemicals, the automotive industry, the agri-food industry, clothing and textiles and mechanical engineering remain competitive; calls on the European institutions, the Member States and private partners to coordinate their action to speed up investment in major transport, sustainable mobility, renewable energy and telecommunications infrastructure projects, as well as in cutting-edge, environmentally sound manufactured products, such as green vehicles and ships, and in technologies to mitigate the environmental impact of manufacturing processes, and to develop innovative financial instruments; stresses the importance of promoting the use of local resources with a view to bringing about a genuine reindustrialisation to benefit society and create jobs;

153. invite la Commission à développer des mécanismes financiers novateurs afin de mener des réformes fiscales et de renforcer la lutte contre la corruption, les flux financiers illicites et l'évasion fiscale; recommande, dans ce contexte, d'envisager des partenariats public-privé, de combiner les subventions et les prêts et d'aider les pays en développement à mieux mobiliser leurs ressource internes; prend acte de l'appel lancé en faveur de la mise en place d'une taxe internationale sur les transactions financières, qui pourrait faire office de source supplémentaire de financement du développement, et rappelle aux États membres de l'Union européenne qu'ils se sont déjà engagés à instaurer une taxe nationale sur les transactions financières et à consacrer une partie des fonds au financement des biens publics mondiaux, y compris du développement;
153. Calls on the Commission to develop innovative financial mechanisms for implementing fiscal reforms and strengthening the fight against corruption, illicit financial flows and tax evasion; encourages, in this context, consideration of public-private partnerships, the blending of grants and loans, and help for developing countries to better mobilise their domestic resources; notes a call for an international tax on financial transactions that could act as an additional source of funding for development, and reminds the Member States that they have already agreed to introduce a domestic financial transaction tax and undertaken to set aside a share of the funds raised to finance global public assets, including development;

37. insiste cependant sur le fait que le système actuel de capital risque ne répond pas aux besoins de financement de l'innovation des petites et microentreprises, en particulier pour l'innovation non technologique; appelle la Commission, la BEI et le FEI à définir des modes de financements adaptés à ces entreprises et aux entreprises artisanales, en adaptant le capital risque ou en concevant si besoin d'autres instruments financiers novateurs; rappelle que l'initiative JEREMIE ne doit pas se limiter au soutien de l'innovation dans les seules hautes technologies, et demande aux États membres et aux régions de veiller à ce qu'elle soutienne aussi l'innovation dans les basses et moyennes technologies;

Emphasises, however, that the current risk capital system does not meet the innovation financing needs of small and micro enterprises, in particular for non-technological innovation; calls on the Commission, the EIB and the EIF to identify funding methods that are suitable for these enterprises and for cottage industries, by adapting risk capital or devising if necessary other innovative financial instruments; points out that the Jeremie initiative should not be limited to supporting innovation in high technologies alone, and calls on the Member States and the regions to ensure that it also supports innovation in low and medium technologies;
