6. prend acte des réserves émises par le CERS, dans sa déclaration d'opinion du 9 décembre 2011, quant à l'établissement d'un indicateur financier, estimant que le tableau de bord devrait inclure les passifs à court terme (somme des passifs à payer dans un délai d'un an) pour le secteur financier non consolidé, hors dépôts bancaires, en tant qu'élément du passif total, et que cet indicateur devrait être privilégié par rapport aux indicateurs fondés sur les flux financiers de fonds propres, tels que les ratios d'effet de levier ou d'endettement, étant donné que les fonds propres, qui sont estimés en fonction des valeurs du marché, sont très sensibles à l'évolution des cours boursiers; rappelle à la Commission que l'article 4, paragraphe 5, du règlement PDM dispose que "les travaux du CERS sont dûment pris en considération lorsqu’il s’agit d’élaborer des indicateurs relatifs à la stabilité des marchés financiers";

Notes the ESRB’s statement of views of 9 December 2011 containing its reservations as regards a financial indicator, in which it states that the scoreboard ‘should include short-term liabilities (the sum of liabilities maturing within one year) for the unconsolidated financial sector, net of bank deposits, as a share of total liabilities’ and that ‘this indicator should be preferred to indicators based on flow-of funds equity measures, such as leverage or gearing ratios, because since equity is estimated at market values it is very sensitive to movements of the stock market’; reminds the Commission that Article 4(5) of the MIP Regulation stipulates that ‘the work of the ESRB shall be taken into due consideration in the drafting of indicators relevant to financial market stability’;

Calls on the European institutions and Member States to promote, including with the involvement of local and regional authorities and other appropriate institutions, the establishment of regional technology incubators and, by means of their public financial instruments (EIF, Structural Funds, regional funds), to encourage the use of private risk capital (leverage effect) for the purpose of establishing regional risk capital funds (primarily venture-capital funds), which - as public-private risk funds operated in close cooperation with technology incubators - are an essential prerequisite for the effective financing of new high-technology projects devised by start-up entrepreneurs;

11. signale d'ores et déjà à la Commission que le Parlement reviendra, dans le cadre de la prochaine procédure de décharge, sur les lacunes du contrôle financier des Fonds structurels et invite la Commission à lui remettre, avant le 15 décembre 2001 au plus tard, une liste de toutes les irrégularités communiquées depuis l'entrée en vigueur du règlement (CE) nº 1681/94, en y indiquant, au cas pas cas, quel a été le montant du préjudice financier, s'il a été possible de recouvrer des fonds et, le cas échéant, quelle a été l'ampleur de ces recouvrements;
11. Points out to the Commission right now that Parliament will return to the issue of inadequate financial control of the Structural Funds in the context of the forthcoming discharge procedure and calls on the Commission to submit to it by 15 December 2001 at the latest a list of all irregularities reported since entry into force of Regulation (EC) No 1681/94 indicating for each case the size of the financial loss and whether it has been possible to recover any money, and, if so, how much;
