87. Furthermore, it is clear from subparagraphs (d) to (f) of Article 78(3) and from Articles 83 and 84 of Regulation No 2342/2002 on the rules for the implementation of Articles 71 and 73 of the Financial Regulation that each institution must first attempt to recover Community claims by means of offsetting and that, if (partial or total) recovery is not achieved, it must initiate the procedure for recovery by any other means offered by the law (enforcement of any guarantee lodged in advance, enforcement of a decision secured in accordance with Article 72(2) of the Financial Regulation or enforcement of a decision secured by legal action).

(2) Afin de garantir une certaine homogénéité de cette réglementation par rapport au règlement (CE, Euratom) n°1605/2002 (ci-après dénommé "le règlement financier général") et en application des dispositions de l'article 185, paragraphe 1, de celui-ci, le présent règlement financier-cadre doit fixer les règles qui encadrent l'établissement, l'exécution et le contrôle du budget desdits organismes communautaires qui reçoivent effectivement une subvention à la charge du budget communautaire (ci-après dénommés "organismes communautaires").
(2) In order to guarantee a certain degree of consistency in these rules compared with Regulation (EC, Euratom) No 1605/2002 (hereinafter "the general Financial Regulation") and pursuant to Article 185(1) of that Regulation, this framework Financial Regulation must lay down the rules governing the establishment, implementation and scrutiny of the budget of the said Community bodies which actually receive grants charged to the Community budget (hereinafter "Community bodies").
