L. whereas the EU has had a service contract with Euronews since 2005, providing it with core funding of EUR 5 million per year to produce and broadcast a number of programmes on European affairs; whereas two other service contracts, worth EUR 5 million per year over five years, were signed in 2007 and 2009 for Euronews broadcasts in Arabic and Farsi respectively; whereas in December 2010 the EU and Euronews signed a multiannual framework partnership agreement; whereas the Commission’s financial contribution to Euronews for 2013 was established by the Commission decision of 8 May 2013 concerning the adoption of the amended 2013 work programme in the field of communication, serving as a financing decision (C(2013)2631); whereas Euronews’s estimated revenue for 2014 is made up of shareholders’ licence fees (9 %), commercial profits (49 %) and funding from the Commission and its various directorates-general (42 %);

Considers that the prime reference amount set in the legislative proposal is not compatible with the ceiling of Heading 1a of the current Multiannual Financial Framework 2007- 2013 (MFF); takes note of the Commission proposal to revise the current MFF on the basis of points 21 to 23 of the Interinstitutional Agreement between the European Parliament, the Council and the Commission of 17 May 2006 on budgetary discipline and sound financial management (IIA) in order to accommodate the additional unforeseen funding for ITER for the years 2012-2013; is willing to enter into negotiations with the other arm of the budgetary authority, on the basis of all the means provided in the IIA, with a view to reaching a swift agreement on the financing of the Euratom research programme by the end of 2011; recalls its opposition to any form of redeployment from the Seventh Framework Programme of the European Community for research, technological development and demonstration activities (2007-2013) as proposed in the above-mentioned Commission proposal;

Considers that the reference amount indicated in the legislative proposal is compatible with the ceiling for subheading 1a of multiannual financial framework for 2007-2013 (MFF), but the margin remaining in heading 1a for 2011-2013 is very limited and the funding of new activities must not jeopardise the financing of other priorities under subheading 1a; reiterates, therefore, its call for a review of the MFF, accompanied by concrete proposals to adjust and revise it before the end of first semester 2010 by using all the mechanisms available under the Interinstitutional Agreement of 17 May 2006 (IIA), and, in particular, those in points 21 to 23 thereof, in order to ensure the financing of the European Banking Authority (Authority) without jeopardising the financing of the other priorities, and ensuring that a sufficient margin will remain, under subheading 1a;
