Reiterates its concern about the potential deficiencies of accountability and the risk of misappropriations of Community funds when EU assistance is channelled through multi-donors' trust funds; stresses the importance of a sound public financial system based on transparency and democratic accountability; calls on the Commission, therefore, to avoid channelling funds through these intermediaries where possible, and where better and more transparent means for channelling such funds exist;
