Action 4: Providing the right financing framework Acknowledging the fact that most of the infrastructure development is of a commercial nature, a methodology will be defined by the Commission to analyse the optimum balance between public and private financing (on the following principles to be applied across the Union: ‘user pays’, ‘beneficiary pays’ - in terms of cross-border cost-benefit allocation, and ‘tax payer pays’ - burden-sharing for commercially non-viable and ‘EU-wide benefit’ infrastructure).

* Lack of European perspective: too often, national governments cannot deal properly with cross-cutting and external issues, because the political and financial returns on their investments (e.g. in research or cross-border educational programmes, intermodal transport facilities, management of external borders, environment or health emergency programmes and systems) are shared across borders, often Europe-wide, while the costs are borne solely by the government financing the action; and because cross-border actions carry significant additional coordination problems and costs.

Since the objective of this Regulation, namely to ensure adequate funding of pharmacovigilance activities carried out at Union level, cannot sufficiently be achieved by the Member States but can rather, by reason of the scale of the measure, be better achieved at Union level, the Union may adopt measures, in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty on European Union.

Les colégislateurs ont décidé qu’au moins 55 % des ressources budgétaires allouées aux projets financés au moyen de subventions à l’action seront allouées à des projets en faveur de la protection de la nature et de la biodiversité, et plus spécifiquement de Natura 2000, reconnaissant ainsi l’urgence spécifique d’un financement adéquat pour le réseau ainsi que l’obligation de cofinancement légale énoncée à l’article 8 de la directive Habitats.
The co-legislators decided that at least 55 % of the resources allocated to projects supported by action grants will be earmarked for projects supporting the conservation of nature and biodiversity with a clear emphasis on Natura 2000, recognising the specific urgency to ensure appropriate financing for the network as well as the legal co-financing obligation as set out in Article 8 of the Habitats Directive.

L'Union européenne et les États membres devront garantir, par le cofinancement communautaire et les ressources propres des États membres, le financement adéquat du plan d'action, notamment en ce qui concerne Natura 2000, les terres agricoles et forêts à haute valeur naturelle, la biodiversité marine, la biodiversité mondiale, ainsi que l'étude, le suivi et l'inventaire de la biodiversité.
The Community and Member States will need to ensure, through Community co-financing and Member States’ own resources, adequate financing of the Action Plan, notably in relation to Natura 2000, high–nature–value farmland and forests, marine biodiversity, global biodiversity, biodiversity research, monitoring and inventory.

Malgré l’absence d’un accord sur les perspectives financières pour la période 2007-2013 , la Commission compte à brève échéance sur un accord et exhorte les Etats membres à décider du financement adéquat d'actions concernant la compétitivité qui soient porteuses de croissance et d'emploi.
Despite the absence of an agreement on the financial perspectives for the years 2007-2013 , the Commission counts on an agreement in the near future, and urges Member States to decide on adequate financing of actions relevant to competitiveness for growth and employment.
