Trois grands thèmes sont ressortis de cette étude : premièrement, les pays du Commonwealth partagent certaines valeurs et principes qui leur sont propres. Common themes emerged in three broad areas: first, the specific values and principles that Commonwealth countries share; second, the comparative advantages that make the Commonwealth unique among other international organizations; and, third, the role that the proposed charter could play as the Commonwealth seeks to carry its values and principles into the future.

CHARTE EUROPEEN DE L'ENERGIE - CONCLUSIONS DU CONSEIL Le Conseil a adopté les conclusions suivantes au sujet de la Charte européenne de l'énergie : "Le Conseil se félicite de ce qu'il ait été possible, après la signature de la Charte européenne de l'énergie à La Haye le 17 décembre 1991, de transposer les principes et les objectifs politiques de la Charte dans un traité contraignant du point de vue du droit international, y compris l'Acte final, les Annexes et décisions relatives au traité, ainsi que le Protocole sur l'efficacité énergétique et les aspects environnementaux connexes.
EUROPEAN ENERGY CHARTER - COUNCIL CONCLUSIONS The Council adopted the following conclusions on the European Energy Charter: "The Council welcomes the fact that, following the signing of the European Energy Charter at The Hague on 17 December 1991, the political principles and objectives of the Charter have been successfully translated into a Treaty that is binding under international law, including the Final Act, the Annexes and Decisions to the Treaty, as well as the Protocol on Energy Efficiency and Related Environmental Aspects.

Le Conseil - voit dans le traité le fondement d'une coopération dans le secteur de l'énergie s'étendant à toute l'Europe ; - considère la transposition de la Charte dans un traité comme une contribution importante au développement économique et à la stabilité politique à long terme dans les Etats d'Europe centrale et orientale et dans ceux qui ont succédé à l'ancienne Union soviétique ; - constate que le traité contribuera * à renforcer la sécurité de l'approvisionnement de l'Europe en énergie, * à moderniser le secteur de l'énergie dans les Etats en transition et à promouvoir l'utilisation efficace de l'énergie, * à diminuer la pollution due à la production et à l'utilisation de l'énergie, * à accroître la libéralisation des échanges dans le secteur de l'énergie, * à garantir un transit sûr, et * à promouvoir les investissements directs et à garantir aux investisseurs étrangers un niveau élevé de protection de leurs investissements ; - se félicite de ce que déjà plus des deux tiers des Signataires de la Charte européenne de l'énergie ont déjà adopté le projet de texte du traité ; - confirme son intention politique de signer le traité à Lisbonne le 17 décembre en même temps que toutes les parties aux négociations ; - souligne la nécessité d'entamer les procédures de ratification dans les meilleurs délais après la signature ; - exprime sa satisfaction sur la réalisation du mandat convenu par le Conseil lors de sa session du 3 décembre 1991 et confirme ce mandat pour la négociation de l'accord additionnel ; - déclare que les Communautés et leurs Etats membres apporteront une contribution constructive également au cours de la deuxième phase des négociations ; - exprime l'intention des Communautés et de leurs Etats membres de conclure dès que possible les négociations sur le protocole nucléaire ; - décide de procéder à la signature du traité sur la Charte européenne de l'Energie, de l'Acte final et du Protocole sur l'efficacité énergétique et les aspects enviro ...
The Council - regards the Treaty as the foundation for pan-European cooperation in the energy sector; - regards the implementation of the Charter by means of the Treaty as an important contribution to economic development and long-term political stability in the States of Central and Eastern Europe and the successor States of the former Soviet Union; - notes that the Treaty will contribute to * providing greater energy supply security in Europe, * modernizing the energy industries of the countries in transition and encouraging the efficient use of energy, * reducing the harmful environmental impact of energy production and consumption, * increasing trade liberalization in the energy sector, * ensuring unimpeded transit, and * promoting foreign direct investment and guaranteeing foreign investors a high level of investment protection; - welcomes the fact that more than two-thirds of the Signatories to the European Energy Charter have already adopted the draft text of the Treaty; - confirms its political intention of jointly signing the Treaty with all negotiating Parties on 17 December in Lisbon; - emphasizes the need to initiate the ratification procedures as soon as possible after signature; - is satisfied with the implementation of the mandate decided by the Council at its meeting on 3 December 1991 and confirms this mandate for the negotiation of the supplementary agreement; - states that the Communities and their Member States will also make a constructive contribution in the second stage of negotiations; - states that the Communities and their Member States intend to conclude negotiations on the Nuclear Protocol as soon as possible; - decides to sign the European Energy Charter Treaty, the Final Act and the Protocol on Energy Efficiency and Related Environmental Aspects on behalf of the European Community, subject to approval, and authorizes its President to designate the person(s) empowered to sign the Treaty; - notes that the Commission will sign th ...
