déplore que l'accès aux informations détenues par les institutions de l'Union reste difficile pour les citoyens, en raison de l'absence d'approche commune entre les institutions axée sur la facilitation de l'accès aux documents pour les citoyens, la transparence totale et effective, la communication et la démocratie directe; encourage les institutions, les organes, les bureaux et les agences de l'Union à adopter une approche plus volontaire de la transparence en rendant accessibles, de leur propre initiative, le plus grand nombre possible de documents en leur possession, d'une manière simple et à la portée du public, en garantissant leur traduction sur demande dans toutes les langues officielles de l'Union et en prévoyant des modalités d'accès aux informations simples et non coûteuses, notamment par voie numérique et informatique, qui tiennent compte des besoins des personnes handicapées; considère notamment que l'accessibilité de l'information doit être améliorée en rendant les interfaces et les systèmes de recherche plus faciles d'utilisation; demande la création d'un point d'accès commun aux portails des trois institutions, qui s'inspire du projet pilote de plateforme en ligne pour la pour la publication proactive des documents des institutions de l’Union et l'harmonisation des portails de recherche entre les départements d'une même institution (notamment les Directions générales de la Commission); appelle également les institutions à poursuivre et renforcer le travail de vulgarisation de la législation et des politiques européennes; est d'avis que l'Union devrait pour cela faire plein usage des potentialités offertes par les nouvelles technologies (réseaux sociaux, applications pour smartphones, etc.), afin d'assurer une accès complet et aisé à l'information.
Regrets that it is still difficult for citizens to gain access to information held by EU institutions, the reason being that there is no common approach among the institutions geared to facilitate access to documents for citizens and based on complete transparency, communication and direct democracy; urges the EU institutions, bodies, offices and agencies to develop further a more proactive approach on transparency by proactively disclosing as many of their documents as possible, in the most simple, user-friendly and accessible way, by having documents translated upon request into other EU official languages, and by establishing proper, simple and inexpensive information access arrangements, including by digital and electronic means, allowing for the needs of people with disabilities; considers, in particular, that the accessibility of information should be improved on by means of easy-to-use interfaces and search systems; calls for the development of a common access point to the portals of the three institutions, building on the pilot project for the online platform for the proactive publication of EU institutions documents, and for harmonising search portals between departments of the same institution (including Directorates-General in the Commission); calls, as well, on the institutions to continue and strengthen the work of expanding knowledge of EU legislation and policies; believes that, to that end, the EU should make full use of the potential offered by new technologies (social networks, smartphone applications, etc.) in order to ensure complete and easy access to information.

20. relève avec inquiétude les très fortes disparités qui existent dans les coûts de traduction entre les différentes institutions de l'Union; demande par conséquent au groupe de travail interinstitutionnel sur la traduction de déterminer les causes de ces disparités et de proposer des solutions pour mettre un terme à ce déséquilibre et parvenir à une harmonisation des coûts de traduction dans le respect le plus strict de la qualité et de la diversité linguistique; fait observer, à cette fin, que le groupe de travail devrait relancer la collaboration entre les institutions afin de mettre en commun les meilleurs pratiques et résultats ainsi que de déceler les domaines qui se prêtent à un renforcement de la coopération ou des accords entre institutions; note que le groupe de travail devrait également se fixer pour objectif d'élaborer une méthodologie uniforme de présentation des coûts de la traduction pour toutes les institutions, afin de faciliter l'analyse et la comparaison de ceux-ci; note que le groupe de travail devrait présenter ces résultats avant la fin de l'année 2015; incite toutes les institutions à contribuer activement aux travaux du groupe de travail interinstitutionnel; rappelle, à cet égard, l'importance fondamentale que revêt le respect du multilinguisme dans les institutions européennes pour garantir l'égalité de traitement et de chances à tous les citoyens de l'Union;
20. Notes with concern the enormous disparities in translation costs among the various Union institutions; calls, therefore, on the Interinstitutional Working Group on Translation to identify the causes of those disparities and put forward solutions that will put an end to the imbalance and harmonise translation costs while ensuring full respect for quality and linguistic diversity; notes, with this in mind, that the working group should relaunch cooperation among the institutions in order to share best practices and outcomes and to identify areas in which cooperation or agreements between the institutions can be strengthened; notes that the working group should also aim to establish a unified methodology of presenting the translation costs which all the institutions can use, in order to simplify the analysis and comparison of the costs; notes that the working group should present those findings before the end of 2015; calls on all the institutions to play an active role in the work of the Interinstitutional Working Group; recalls in this regard the fundamental importance of respect for multilingualism in the Union institutions in order to guarantee equal treatment and equal opportunities for all Union citizens;

100. reconnaît l'importance de l'existence, outre de tribunaux, d'institutions extrajudiciaires et quasi judiciaires pour accéder à la justice, à l'instar des institutions nationales chargées des droits de l'homme, des organismes chargés de l'égalité, des institutions de médiation et des autorités de protection des données, ainsi que d'autres institutions ayant des compétences dans le domaine des droits de l'homme; souligne à cet égard que des institutions nationales chargées des droits de l'homme devraient être désignées ou instituées dans l'ensemble des États membres de l'Union, en vue de leur pleine accréditation dans le cadre des «principes de Paris» (principes concernant le statut et le fonctionnement des institutions nationales pour la protection et la promotion des droits de l'homme, résolution des Nations unies n° 48/134 du 20 décembre 1993); souligne que d'autres institutions ayant des compétences dans le domaine des droits de l'homme pourraient également bénéficier d'une exigence d'indépendance pleine et entière;

Acknowledges the importance of – in addition to courts – non-judicial and quasi-judicial institutions for access to justice, such as national human rights institutions, equality bodies, ombudsperson institutions, and data protection authorities as well as other such institutions with a human rights remit; stresses, in this context, that national human rights institutions should be appointed or established in all the Member States with a view to their full accreditation under the so called Paris Principles (Principles relating to the status and functioning of national institutions for protection and promotion of human rights, UN General Assembly resolution 48/134, 20 December 1993); stresses that a full independence requirement would also benefit other institutions with a human rights remit;
