His Excellency the Governor General in Council, on the recommendation of the Solicitor General of Canada and the President of the Treasury Board, is pleased hereby, pursuant to subsection 18(1) of the Privacy Act, to revoke the Exempt Personal Information Bank Order, No. 13 (RCMP), made by Order in Council P.C. 1985-864 of March 14, 1985Footnote , and to make the annexed Order respecting the designation of the Criminal Operational Intelligence Records, No. CMP/P-PU-015, as an exempt personal information bank, in substitution therefor.

' Motion No. 3 That Bill C-82, in Clause 55, be amended by (a) replacing line 29 on page 30 with the following: ``459 (1) The Governor in Council may make'' (b) by adding after line 18 on page 31 the following: ``(2) Where there is in force in a province any law that deals with any of the matters referred to in paragraphs (1)(a) to (e), that law, as amended from time to time, shall apply to every bank located in that province (3) No regulation made under subsection (1) regarding any matter referred to in paragraphs (1)(a) to (e) shall apply to any bank located in a province that has in force a law described in subsection (2) dealing with that matter (4) For greater certainty, in this section, the term ``in force'' in reference to a provincial law includes a provincial law that comes into force on or after the coming into force of this section'.

Motion no 45 Qu'on modifie le projet de loi C-14 par adjonction, après la ligne 32, page 68, du nouvel article suivant: «146.7 (1) L'Office rend une ordonnance autorisant l'abandon d'une ligne principale ou de l'un de ses tronçons six mois après la date de réception de la demande lorsque l'Office arrive à la conclusion que: a) la ligne principale ou l'un de ses tronçons n'est pas rentable et qu'il y a peu de probabilité qu'il le devienne; b) que la ligne principale n'est pas nécessaire dans l'intérêt public (2) Le gouverneur en conseil peut, à la demande d'une expéditeur, d'un gouvernement provincial ou municipal ou de l'un de leurs mandataires, modifier la date établie en vertu de l'ordonnance visée au paragraphe (1) ou en vertu d'une modification d'une ordonnance antérieure, mais il ne peut reporter de plus de cinq ans la date fixée en vertu de l'ordonnance originale ou d'une de ses modifications, s'il estime que: a) l'abandon de l'exploitation de la ligne ou de son tronçon serait contraire à l'intérêt public; b) l'abandon de l'exploitation de la ligne ou de son tronçon aurait des conséquences importantes sur une grande région du Canada; c) l'abandon de l'exploitation de la ligne ou de son tronçon aurait des conséquences importantes pour les expéditeurs; d) il n'y a pas de moyens de transport de remplacement valables dans le secteur desservi par la ligne ou le tronçon».
' Motion No. 45 That Bill C-14 be amended by adding after line 39, on page 68, the following new Clause: ``146.7 (1) Where the Agency determines that (a) a main line or segment thereof is uneconomic and that there is no reasonable probability of its becoming economic; and (b) the main line is not required in the public interest, no later than six months after the application for the abandonment is received by the Agency, the Agency shall order that the operation of the main line or segment be abandoned (2) The Governor in Council may, by order made on the application of a shipper, of municipal or provincial governemnt or an agent thereof, vary the date fixed in an order made under subsection (a) as varied by any previous order made under this subsection, before that date by fixing a later date, not later than the day that is five years after the date of the order made under subsection (1) or that of the last variation order made under this subsection, whichever day last occurs, where the Governor in Council considers that (a) the actual losses, if any, that have been incurred by the railway company in the operation of the main line or segment; (b) the abandonment of the operation of the line or segment would have a significant impact on a large region of Canada; (c) the abandonment of the operation of the line or segment would have a major impact on shippers; or (d) there is a lack of adequate alternative transportation facilities in the area served by the line or segment'.

Senator Corbin: The summary on page 2 of the bill following the cover page reads as follows: " This enactment makes technical amendments to the corruption . " .

3. à l'article 32, page 15 : a) par adjonction, après la ligne 15, de ce qui suit : « (1.1) Avant qu'un plan directeur ne soit présenté au ministre conformément au paragraphe (1), l'Agence tient des audiences publiques afin d'entendre toutes les personnes intéressées à ce plan directeur qui désirent se faire entendre». b) par substitution, à la ligne 18, de ce qui suit : « autre lieu patrimonial protégé tous les deux ans »; c) par adjonction, après la ligne 21, de ce qui suit : « (3) Avant le dépôt de toute modification du plan directeur devant l'une ou l'autre des chambres du Parlement, des audiences publiques sont à tenir pour permettre à toute personne le désirant de se faire entendre au sujet de ces modifications.
3. in Clause 32, on page 15: (a) by adding the following after line 15: " (1.1) The Agency shall, before any management plan referred to in subsection (1) is provided to the Minister under that subsection, hold a public hearing to hear all persons having an interest in and wishing to be heard in connection with the management plan" (b) by replacing line 18 with the following: " protected heritage area every two years and" ; and (c) by adding the following after line 21: " (3) A public hearing to hear all persons having an interest in and wishing to be heard in connection with any amendments made to the management plan shall be held before any amendments are tabled in either House of Parliament.
