Dans le cadre des nouvelles orientations communautaires pour le développement des réseaux transeuropéens de transport (RTE-T), trois projets prioritaires ( l'axe autoroutier Igoumenitsa/Patras-Athènes-Sofia-Budapest, l'axe fluvial Rhin/Meuse-Main-Danube et l'axe ferroviaire Athènes-Sofia-Budapest-Vienne-Prague-Nuremberg/Dresde ) concernent des axes passant par la Bulgarie et la Roumanie, et un projet concerne la Croatie ( l'axe ferroviaire Lyon-Trieste-Diva č a/Koper-Divača-Ljubljana-Budapest-frontière ukrainienne ).
Under the new Community guidelines for the development of the trans-European transport network (TEN-T), three of the network’s priority projects ( motorway axis Igoumenitsa/Patra-Athina-Sofia-Budapest , inland waterway axis Rhine/Meuse-Main-Danube and railway axis Athina-Sofia-Budapest-Wien-Praha-Nürnberg/Dresden ) concern axes which include Bulgaria and Romania, and one which includes Croatia ( railway axis Lyon-Trieste-Divaca/Koper-Divaca-Ljubljana-Budapest-Ukranian border ).

Le réseau prioritaire devrait se distinguer par son interopérabilité totale (à savoir: mise en œuvre du système européen de gestion du trafic ferroviaire et de toutes les autres spécifications techniques dans le secteur ferroviaire, mise en œuvre de la politique «Ciel unique» et du plan directeur ATM, interopérabilité dans les autres secteurs concernés par les STI) et viser à remplir des normes de capacité convenues pour tous les éléments d’infrastructure concernés (actuellement, les orientations relatives au RTE-T ne contiennent de normes que pour le secteur des voies navigables intérieures). This priority network should be distinguished by full interoperability (i.e. implementation of European Rail Traffic Management and all other Technical Specifications in the railway sector; implementation of the Single Sky policy and the ATM Master Plan; interoperability in other ITS sectors) and, furthermore, target agreed capacity standards for all infrastructure components involved (Currently, the TEN-T Guidelines only include target standards in the inland waterway sector.) Other Community action that interrelates with infrastructure design – such as the possible introduction of larger and heavier road vehicles or intelligent motorways – should also be taken into account.

L’ERTMS est en outre une composante essentielle des projets ferroviaires prioritaires communautaires et les investissements liés à l’équipement en ERTMS d’environ 20% du réseau transeuropéen et du matériel roulant pourraient atteindre 5 milliards d’euros sur la période 2007-2016.

These include the signing of a cooperation agreement between the Commission and the various stakeholders in the sector, the setting up of a steering committee for implementing this cooperation agreement, the adoption by the Commission of a Communication to the European Parliament and the Council on the deployment of the European rail signalling system ERTMS/ETCS, the appointment, by the Commission, of a European coordinator for the ERTMS project as a priority project of Community interest, the definition of the Agency's role as system authority in the context of the various annual work programmes, and the adoption of the ‘control-command and signalling’ TSI for conventional rail (7).
