1. L'autorité responsable des licences peut, s'il existe un doute sérieux quant au respect des exigences du présent chapitre, et notamment de celles de l'article 18, par une entreprise ferroviaire à laquelle elle a délivré une licence, vérifier à tout moment si ces exigences sont respectées.
1. If there is serious doubt that a railway undertaking which it has licensed complies with the requirements of this Chapter, and in particular those of Article 18, the licensing authority may, at any time, check whether that railway undertaking does in fact comply with those requirements.

2. Lorsque l'autorité responsable des licences d'un État membre constate qu'il existe un doute sérieux quant au respect des exigences définies dans le présent chapitre par une entreprise ferroviaire à laquelle a été délivrée une licence par l'autorité d'un autre État membre, elle en informe sans délai cette autorité.

Where the licensing authority of a Member State is satisfied that there is serious doubt regarding compliance with the requirements laid down in this Chapter on the part of a railway undertaking to which a licence has been issued by the licensing authority of another Member State, it shall inform the latter authority without delay.
