Compte tenu des considérations qui précèdent, la Commission propose dans son Livre blanc d'entreprendre les actions suivantes : - accélérer, conformément à ce qui avait été proposé en juillet 1995, la modification de la législation communautaire existante (directive 91/440/CEE), de manière à étendre les droits d'accès aux infrastructures ferroviaires pour le trafic marchandises et les services de transport internationaux de voyageurs; - modifier la législation communautaire en vigueur afin de séparer la gestion des infrastructures et les opérations de transport en unités d'activité distinctes, avec une gestion et des bilans séparés; - envisager de nouveaux principes pour l'établissement des redevances d'infrastructure et la répartition des capacités, puis présenter de nouvelles propositions à cet égard".
The Commission White Paper therefore proposes: - to speed up, as first suggested in July 1995, modification of the existing EU legislation (Directive 91/440/EC) so as to extend access rights to railway infrastructure for freight and for international passenger services. to modify existing EU legislation to require the separation of infrastructure management and transport operations into distinct business units, with separate management and balance sheets. - to study further principles for infrastructure charging and capacity allocation prior to making fresh proposals in these areas.
