It lays down the conditions to be met to achieve interoperability** within the EU’s rail system in a way that is compatible with Directive 2004/49/EC on railway safety. This is particularly in relation to the procedures for authorising the placing in service of railway vehicles.

La dernière directive a pour objet d'établir les conditions qui doivent être satisfaites pour réaliser, au sein du territoire communautaire, l'interopérabilité du système ferroviaire transeuropéen à grande vitesse tel qu'il est décrit à l'annexe I. Ces conditions concernent le projet, la construction, la mise en service, le réaménagement, le renouvellement, l'exploitation et l'entretien des éléments de ce système qui seront mis en service après l'entrée en vigueur de la directive, ainsi que les qualifications et les conditions de santé et de sécurité du personnel qui contribuent à son exploitation.
The aim of this Directive is to establish the conditions to be met to achieve the interoperability within Community territory of the trans-European high-speed rail system as described in Annex I. These conditions concern the design, construction, placing in service, upgrading, renewal, operation and maintenance of the parts of this system placed in service when the Directive enters into force, as well as the qualifications and health and safety conditions of the staff who contribute to its operation.

L'autorité responsable des licences suspend ou retire la licence si elle constate que l'entreprise ferroviaire ne satisfait plus aux exigences de la présente directive, et notamment de son article 5.
Where a licensing authority is satisfied that a railway undertaking can no longer meet the requirements of the Directive, and in particular Article 5 thereof, it shall suspend or revoke the licence.

3. Toute entreprise ferroviaire qui satisfait aux exigences de la présente directive est autorisée à recevoir une licence.
