The letter of intent of 27 April 2014 concerning extensions of the North Sea-Baltic rail freight corridor to the Czech Republic and to the Polish-Ukrainian border, sent to the Commission by the ministries responsible for rail transport in Belgium, the Czech Republic, Germany, Lithuania, the Netherlands and Poland, and proposing the route Wilhelmshaven/Bremerhaven/Hamburg/Amsterdam/Rotterdam/Antwerpen-Aachen-Hannover/Berlin-Warsaw-Terespol (Poland-Belarus border)/Kaunas-Riga-Tallinn/Falkenberg-Prague/Wroclaw-Katowice-Medyka (Poland-Ukraine border) as the principal route for the North Sea-Baltic rail freight corridor is compliant with Article 5 of Regulation (EU) No 913/2010.

In order to promote the establishment of a European railway area without borders and to help revitalise the railway sector while reinforcing its essential advantages in terms of safety, the Agency should contribute to the development of a genuine European railway culture and form an essential tool of dialogue, consultation and exchange between all the actors in the railway sector, having due regard for their individual competences.

Pourraient notamment bénéficier de cet appui: les nouveaux réseaux gaziers et les projets de connexion entre l'Afrique du Nord et l'Europe, ainsi que l'interconnexion des réseaux électriques et la coopération entre le Maroc, l'Algérie et la Tunisie; le gazoduc reliant l'Égypte à la Turquie et à l'UE via la Jordanie, le Liban et la Syrie; l'interconnexion des réseaux électriques entre Israël et les territoires palestiniens; l'élaboration d'un avant-projet de réseau de transport intermodal sous-régional pour la région du Maghreb et du Proche-Orient, comportant notamment l'interconnexion des infrastructures routières et ferroviaires et le transport maritime; l'amélioration des points de passage aux frontières et des liaisons entre les ports et leur hinterland.
Possibilities include new gas networks and connection projects between North Africa and Europe, as well as electricity interconnections and cooperation between Morocco, Algeria, and Tunisia; a gas pipeline from Egypt through Jordan, Lebanon, Syria to Turkey and the EU; electricity interconnections between Israel and Palestinian territories; development of a blueprint for sub-regional inter-modal transport networks in the Maghreb and in the Near East, including rail and road infrastructure interconnections and maritime transport; improvements at border crossings and ports-hinterland connections.

Plusieurs exemples réussis existent déjà, sur la base d'accords entre entreprises ferroviaires, qui ont démontrés qu'avec un système de formation adapté, ces circulations internationales de conducteurs permettaient d'améliorer considérablement les performances du transport ferroviaire en évitant des arrêts artificiels à la frontière.
There are already several successful instances of this, achieved thanks to agreements between railway undertakings, which have shown that, with a suitable system of training, this international movement of drivers can considerably enhance the performance of rail transport by avoiding unnecessary stops at borders.
