2. As regards measures or submeasures referred to in Article 2 of Regulation (EC) No 1268/1999 which may be financed after accession by the European Agricultural Guidance and Guarantee Fund (EAGGF) Guidance Section under Article 2(2)a of Regulation (EC) No 1260/1999, the new Member States may continue to contract or enter into commitments under Regulation (EC) No 1268/1999 up to the date when they start to contract or to enter into commitments for measures under Regulation (EC) No 1260/1999.

Les paiements des projets pour lesquels les crédits au titre du règlement (CE) n° 1268/1999 sont épuisés ou insuffisants peuvent être intégrés dans la programmation du développement rural pour la période 2004-2006 au titre du règlement (CE) n° 1257/1999 et financés par le FEOGA, section "Garantie".
2. Payments for projects for which appropriations under Regulation (EC) No 1268/1999 are exhausted or insufficient may be included in rural development programming for the period 2004 to 2006 under Regulation (EC) No 1257/1999 and financed by the EAGGF Guarantee Section.

Après la mise en place de plusieurs programmes de développement rural, il convient de se demander s’il est indispensable de maintenir des catégories telles que les "mesures d’accompagnement", de poursuivre une politique de fourre-tout en adoptant des mesures agri-environnementales (qui mélangent des actions anti-intensives et des lignes destinées à préserver la biodiversité) ou enfin, autoriser la coexistence de plusieurs régimes fiscaux selon les cas (le FEOGA-G. en ce qui concerne les mesures d’accompagnement, les actions en dehors de l’Objectif 1 ou d’autres mesures spécifiques destinées aux PECO; le FEOGA-O. pour les initiatives LEADER ou les actions au titre de l’Objectif 1).
Now that various rural development programmes have passed, it might be asked whether it is useful to maintain categories such as flanking measures, to continue with mixed bags such as agri-environmental measures (where anti-intensive measures are combined with lines geared to preserving biodiversity), or finally, to allow the co-existence of different financial arrangements depending on the type of measure involved (EAGGF Guarantee Section for flanking measures, actions outside Objective 1 and certain specific measures for the countries of central and eastern Europe; EAGGF Guidance Section for Leader initiatives and actions within Objective 1).
