C'est pourquoi les États membres définissent l'approche du développement local mené par les acteurs locaux par le biais du Feader et, s'il y a lieu, du FEDER, du FSE ou du FEAMP, conformément à l'article 14, paragraphe 2, et indiquent dans l'accord de partenariat les principaux défis qui seront relevés de cette manière, les grands objectifs et les principales priorités en matière de développement local mené par les acteurs locaux, les types de territoires à couvrir, le rôle spécifique qui sera attribué aux groupes d'action locale dans la mise en œuvre des stratégies et le rôle envisagé pour le Feader et, s'il y a lieu, le FEDER, le FSE ou le FEAMP dans la mise en œuvre des stratégies de développement local dans différents types de territoires tels que les zones rurales, urbaines et côtières, ainsi que les mécanismes de coordination correspondants.
Member States shall therefore define the approach to community-led local development by the EAFRD and, where appropriate, by the ERDF, the ESF or the EMFF in accordance with Article 14(2) of this Regulation and shall indicate in the Partnership Agreement the main challenges to be tackled in this way, the main objectives and priorities for community-led local development, the types of territories to be covered, the specific role to be attributed to local action groups in the delivery of strategies and the role envisaged for the EAFRD and where appropriate by the ERDF, the ESF or the EMFF in implementing local development strategies in different types of territories such as rural, urban and coastal areas and the corresponding co-ordination mechanisms.

Welcomes the opportunity created through the provisions of Regulation (EU) No 437/2010 of the European Parliament and of the Council of 19 May 2010, providing up to 3% of the ERDF allocation to specific programmes or 2% of the overall allocated budget for the rehabilitation of housing for the benefit of marginalised communities; regrets that no operational plans have so far been changed to reprioritise housing of the Roma population; calls on Member States to make quick and full use of this new opportunity within the framework of the Structural Funds in order to strengthen the prospects of effective social inclusion; calls on the Commission to come forward with a specific action plan on this Regulation to speed up the use of the funds and recommends the preparation of a Commission report on their utilisation; furthermore, calls on the Member States to make effective use of the potential for interaction between the ERDF, the ESF and EAFRD in developing programmes for Roma integration;

(9) considérant que les mesures d'intérêt communautaire entreprises à l'initiative de la Commission ont un rôle important à jouer dans le cadre de la réalisation des objectifs généraux de l'action structurelle communautaire visée à l'article 1er du règlement (CE) n° 1260/1999; que, à ce titre, eu égard à sa valeur ajoutée communautaire, il est important que le FEDER continue à promouvoir la coopération transfrontalière, transnationale et interrégionale, y compris celle des régions situées aux frontières extérieures de l'Union européenne au sens du traité, des îles les moins favorisées, ainsi que celle des régions ultrapériphériques en raison des caractéristiques et contraintes particulières de ces dernières; que, dans le cadre de cette coopération, un développement harmonieux, équilibré et durable de l'ensemble de l'espace communautaire, y compris en liaison avec l'aménagement du territoire apporte une valeur ajoutée à l'action en faveur de la cohésion économique et sociale; qu'il convient que la contribution du FEDER à un tel développement soit poursuivie et renforcée; que, en outre, il est souhaitable de soutenir la réhabilitation économique et sociale des villes et des banlieues en crise en vue de promouvoir un développement urbain durable;
(9) Whereas measures of Community interest undertaken at the initiative of the Commission have an important role to play in achieving the general objectives of Community structural action referred to in Article 1 of Regulation (EC) No 1260/1999; whereas, to that end, in view of the value it adds at Community level, it is important that the ERDF continue to promote cross-border, transnational and inter-regional cooperation, including in the regions located on the external frontiers of the Union within the meaning of the Treaty, the least-favoured islands and the outermost regions, in view of their special features and difficulties; whereas in the context of that cooperation, the harmonious, balanced and sustainable development of the whole of the Community territory, including in connection with spatial planning, adds value to action to promote economic and social cohesion; whereas the contribution of the ERDF to that development should be continued and increased; whereas moreover it is desirable to support the economic and social regeneration of cities and urban neighbourhoods in crisis with a view to promoting sustainable urban development;

Basée sur l'article 22 du règlement 1260/99 du Conseil, cette communication prévoit que le but des actions innovatrices (études, projets pilotes et échanges d'expériences), auxquelles participe le FEDER, est de renforcer la compétitivité européenne par la réduction des écarts entre régions en soutenant l'innovation, la RDT, et l'utilisation des nouvelles technologies de l'information et de la communication.
Commission communication of 31.01.2001, "The regions in the new economy : Guidelines for innovative measures under the ERDF, 2000-06" [COM(2001) 60 final - Not published in the Official Journal] Based on Article 22 of Council Regulation (EC) No 1260/1999, this communication lays down that the aim of the innovative measures (studies, pilot projects and exchanges of experience) to which the ERDF contributes is to reinforce competitiveness in Europe by reducing the gaps between regions and supporting innovation, RTD and the use of new information and communication technologies.
