Although we are inviting individual departments to tell us about their programs in a silo fashion, if I may put it that way, the work of this committee has always been to be horizontal—that is, to try to figure out how all of these programs, whatever the source, hang together, both at the top here in Ottawa and on the ground in the communities where children and their parents live.
