Reiterates its call on the High Representative to clarify the specific measures which were taken in response to the August 2013 decision of the EU Foreign Affairs Council to review EU assistance to Egypt; requests a clarification by the Commission of the current status of the substantial funds allocated for five budget support programmes and on the plans for implementing these funds in line with the Commission’s Budget Support Guidelines and the Court of Auditors’ recommendations of June 2013; calls on the Commission to clarify the safeguards established within the programmes funded under the Neighbourhood Investment Facility, in relation to corruption risks as well as to economic and financial entities controlled by the military;

4. Deplores the lack of transparency concerning the final beneficiaries of the funds from the Investment Facility; calls on the EIB to apply stringent enhanced due diligence, verifying the presence of appropriate local public consultation, on development-related aspects of projects covered by the Union guarantee, prior to project approval, including the performance of financial intermediaries in using the loan granted by the EIB on these aspects; is of the opinion that, when it comes to lending in developing countries, the EIB should apply stringent enhanced due diligence in accordance with standardised procedures, following international best practices, concerning the fight against money laundering and the financing of terrorism;

contribute towards rational and sustainable exploitation of the surplus of coastal States’ marine resources, in particular by preventing the overfishing of stocks which are of interest for local people; in this context due account will be taken of the coastal State’s priorities in favour of its private national sector; improve scientific and technical knowledge of the fisheries in question, taking into account the existing and necessary work in the field carried out at the appropriate regional level and taking into consideration the likely impact of fishing on the environment; contribute towards combating illegal, unregulated and unreported fishing, in particular by stepping up in a non-discriminatory fashion the management, control and follow-up measures for fishing operations; contribute towards strategies for the sustainable management of fisheries as defined by the coastal State, in particular by taking account of the development programmes elaborated at national and/or regional level with Community assistance in accordance with cooperation or association agreements; facilitate the integration of developing coastal States into the global economy, inter alia by promoting fair conditions of employment between the employees of the sector and by encouraging the creation of an environment that is favourable to private investment and to the development of a dynamic, viable and competitive private sector, notably by a framework supporting European investments and the transfer of technology and vessels; foster better global governance of fisheries at financial and political level, in particular by strengthening the capacity building of coastal States and by the fight against corruption.

This approach should, without neglecting the various components of development, in particular rural development, involve giving assistance to priority social sectors by contributing to the development of genuine sectoral approaches supported by the allocation of counterpart funds in coherent, transparent, equitable and properly implemented national budgets, and ensuring the effectiveness of public services in those sectors; - to maintaining an adequate level of investment, particularly in areas where the Community concentrates its development activities: adjustment must integrate the long-term perspective; it must create an environment favourable to private investment, and permit a level of public investment compatible at least with the preservation of the infrastructure necessary for economic and social activity; (c) to ensure that, where relevant, programmes are placed in a regional trade facilitation or economic integration framework, and that temporary funding is provided for the transitional costs which may accompany this process, so as to create a dynamic process which transcends the countries' economies alone and thus make it possible, in accordance with Article 130u of the Treaty on European Union, to foster the smooth and gradual integration of the developing countries into a rapidly changing world economy; (d) to work, in close coordination with the multilateral and bilateral providers of funds concerned, towards adjustment of instruments and methods of action so that the Union can adapt to situations as they develop and to their diversity.
