A. whereas in 2014 the production of imitation Parmigiano Reggiano and Grana Padano outstripped that of the original ‘made in Italy’ products for the first time – with more than 300 million kg of imitation Parmigiano and Grana Padano being produced, compared with 295 million kg of the original Italian products – leading to a collapse in the value of exports;

D. considérant que les autorités italiennes ont introduit la demande EGF/2014/010 IT/Whirlpool le 18 juin 2014 à la suite du licenciement de 608 travailleurs de l'entreprise Whirlpool Europe S.r.l., qui opérait dans le secteur économique classé dans la division 27 («Fabrication d’équipements électriques») de la NACE Rév. 2, et de cinq fournisseurs et producteurs en aval;
D. whereas the Italian authorities submitted application EGF/2014/010 IT/Whirlpool on 18 June 2014 following the dismissal of 608 workers in Whirlpool Europe S.r.l., an enterprise which operated in the economic sector classified under NACE Rev. 2 division 27 ('Manufacture of electrical equipment'), and five providers and downstream producers,

3. souligne que les usines de production de l'entreprise Antonio Merloni SpA, qui fabrique des appareils ménagers, sont situées dans les régions italiennes des Marches et de l'Ombrie, et notamment dans les provinces d'Ancône et de Pérouse; observe qu'en 2002, Antonio Merloni SpA, cinquième fabricant d'appareils ménagers dans l'Union, a changé de stratégie de vente et qu'en 2006, il a commencé à vendre directement ses produits sous sa propre marque; souligne qu'avec la crise économique mondiale, l'entreprise a connu des difficultés financières, que le brusque resserrement des conditions d'octroi de crédits a encore aggravées; relève qu'associé aux contraintes financières, le recul de la production, qui avait suivi la tendance à la baisse au niveau européen, a conduit à la cessation des activités commerciales de l'entreprise Antonio Merloni SpA; souligne qu'au total, 2 217 travailleurs ont été licenciés, dont 700 ont été recrutés par l'entreprise QA Group SpA; souligne que la demande à l'examen concerne donc les 1 517 travailleurs sans emploi en raison de la fermeture de l'entreprise Antonio Merloni SpA;

Notes that the production plants of Antonio Merloni SpA, a producer of domestic appliances, were located in the Italian regions of Marche and Umbria, in particular the provinces of Ancona and Perugia; observes that in 2002, Antonio Merloni SpA, the fifth largest manufacturer of appliances in the Union changed its sales strategy and started selling its products directly through its own brands in 2006; notes that as a result of the global economic crisis, the company experienced financial difficulties, which were further exacerbated by the sudden tightening of conditions for accessing financial credit; notes that the downturn in production, which had been following the downward trend at a European level, combined with financial constraints, resulted in the winding-up of the business activities of Antonio Merloni SpA; notes that a total of 2 217 workers were made redundant, of whom 700 were employed by QA Group SpA; notes that this application, therefore, covers the 1 517 workers who are unemployed as a result of the closure of Antonio Merloni SpA;

(A) considérant que la demande à l'examen est fondée sur l'article 2, point b), du règlement FEM et vise à obtenir un appui pour 480 travailleurs sur un total de 529, qui ont été licenciés au cours de la période de référence comprise entre le 20 mars 2011 et le 20 décembre 2011 dans deux entreprises relevant de la division 26 de la NACE Rév. 2 ("Fabrication de produits informatiques, électroniques et optiques") implantées en Lombardie, région italienne de niveau NUTS II;
(A) Whereas this application is based on Article 2 (b) of the EGF regulation and targets for support 480 workers of the total of 529 workers dismissed within the reference period between 20 March 2011 and 20 December 2011 in two enterprises operating in the NACE revision 2 division 26 "Manufacture of computer, electronic and optical products" in the NUTS II region of Lombardia;

In this regard, the Italian Presidency intends to seek solutions on issues which are still unresolved, such as increasing the level of consumer protection through the obligation to respect harmonised technical requirements for all products placed on the market, the position of marks with a higher information content with regard to identification, the responsibility of manufacturers and inspection bodies, and, lastly, the completion of the free movement of products in the internal market for this sector.
