During 2006, the three Scientific Committees[32], namely the Scientific Committee on Consumer Products (the SCCP), the Scientific Committee on Health and Environmental Risks (the SCHER), and the Scientific Committee on Emerging and Newly Identified Health Risks (the SCENIHR), adopted a wide range of opinions covering such matters as certain hair dyes (as part of a review of possible cancer risks), the safety of sun beds, existing substances under Regulation 793/93, other substances like organotins, the possible effects of substances released by air freshener products, the effect of electromagnetic fields on human health and the appropriateness of existing methodologies for assessing the risks of nanomaterials.

Une évaluation des risques relative au 1,4-dichlorobenzène a été effectuée par les autorités françaises conformément au règlement (CEE) no 793/93 du Conseil concernant l'évaluation et le contrôle des risques présentés par les substances existantes qui figurent dans l'inventaire européen des substances commerciales existantes.
A risk assessment on 1,4 dichlorobenzene (hereinafter ‘DCB’) was carried out by the French authorities in accordance with Council Regulation (EEC) No 793/93 on the evaluation and control of the risks of the existing substances appearing in the European Inventory of Existing Commercial Substances.

The proposal merges these four Directives into a single horizontal instrument regulating the common aspects in a systematic fashion, simplifying and updating the existing rules, removing inconsistencies and closing gaps.The proposal moves away from the minimum harmonisation approach followed in the four existing Directives (i.e. Member States may maintain or adopt stricter national rules than those laid down in the Directive) to embrace a full harmonisation approach (i.e. Member States cannot maintain or adopt provisions diverging from those laid down in the Directive).
