ISPA est actuellement mis en oeuvre sur la base du système de mise en oeuvre décentralisé (DIS: l'approbation ex-ante des opérations d'appel d'offres et d'attribution des marchés incombe à la Commission mais le pays bénéficiaire est chargé de la mise en oeuvre du projet après signature de la convention de financement et notamment de sa gestion et de son contrôle financiers. L'article 12 du règlement sur la coordination prévoit la suppression de l'approbation ex-ante si certaines conditions sont remplies, conduisant à l'utilisation du système élargi de mise en oeuvre décentralisée (EDIS).
ISPA is currently implemented on the basis of the Decentralised Implementation System (DIS): ex-ante approval of the tendering and contracting process is exercised by the Commission, but the beneficiary country is responsible for the implementation of the project, and in particular for the financial management and control. Article 12 of the Coordination Regulation provides for the waiver of this ex-ante control when certain conditions are met, resulting in extended decentralised implementation (EDIS).

EDIS stands for full decentralisation of EU support, meaning the process by which management of EU pre-accession funds is devolved to candidate country administrations, where the Commission exercises no systematic ex-ante control over individual transactions, but is limited to an ex-post control, whilst it retains the final responsibility for general budget execution.
