20. invite le gouvernement de la Fédération de Russie à reconnaître l'ampleur et la gravité de la problématique de la violence et du harcèlement à l'encontre des personnes LGBTI en Russie et à s'engager à prendre des mesures pour mettre un terme à ces abus et à abroger les dispositions de la loi no 135-FZ du 29 juin 2013 (la loi sur la "propagande homosexuelle") qui interdit la diffusion d'informations sur les relations entre personnes LGBTI; invite le SAEA, la Commission et les États membres de l'Union européenne à aborder la question de l'homophobie et de la violence à l'encontre des personnes et des activistes LGBTI à l'occasion de rencontres avec des fonctionnaires russes compétents en la matière , y compris aux échelons les plus hauts; invite le SEAE, la Commission et les États membres de l'Union européenne, conformément aux orientations européennes de juin 2013, à promouvoir et à garantir le respect de tous les droits fondamentaux des personnes LGBTI, à contribuer à lutter contre toute forme de violence l'encontre des personnes LGBTI en proposant une assistance et un droit de recours aux victimes de tels actes de violence, en soutenant les initiatives de la société civile et du gouvernement visant à surveiller les faits de violence, et en formant le personnel chargé du respect de la loi;
20. Calls on the Government of the Russian Federation to acknowledge the scope and gravity of the problem of violence and harassment against LGBTI people in Russia, and to commit to taking steps to end these abuses and to repeal the provisions of Law No. 135-FZ of June 29, 2013 (the ‘gay propaganda’ law) banning distribution of information about LGBTI relationships; calls on the EEAS, the Commission and the EU Member States to raise the issue of homophobia and violence against LGBTI people and activists in meetings with relevant Russian officials, including at the highest level; calls on the EEAS, the Commission and the EU Member States – in line with the June 2013 EU guidelines – to promote and protect the enjoyment of all human rights by LGBTI people, to contribute to combating any form of anti-LGBTI violence by seeking assistance and redress for victims of such violence and by supporting civil society and governmental initiatives to monitor cases of violence, and by educating law enforcement personnel;

The establishment and operation of the register shall build upon the existing registration systems set up and launched by the European Parliament in 1996 and the European Commission in June 2008, supplemented by the work of the relevant European Parliament and European Commission joint working group as well as by the adaptations made in the light of the experience gained and the input collected from stakeholders as set out in the European Commission’s Communication of 28 October 2009 entitled ‘European Transparency Initiative: the Register of Interest Representatives, one year after’ (1).

For the period of the 2009-2014 parliamentary term remaining at the date of entry into force of this Article, and by way of derogation from Articles 189, second paragraph, and 190(2) of the Treaty establishing the European Community and Articles 107, second paragraph, and 108(2) of the Treaty establishing the European Atomic Energy Community, which were in force at the time of the European Parliament elections in June 2009, and by way of derogation from the number of seats provided for in the first subparagraph of Article 14(2) of the Treaty on European Union, the following 18 seats shall be added to the existing 736 seats, thus provisionally bringing the total number of members of the European Parliament to 754 until the end of the 2009-2014 parliamentary term:
