En effet, avec la première élection du Parlement européen au suffrage universel en 1979 - qui a été un événement important -, on pensait que la consolidation de la nature parlementaire et constitutionnelle de l’Union européenne suivrait inévitablement, afin de renforcer les bases démocratiques du processus d’intégration et de garantir aux citoyens leurs droits et la possibilité de participer.
