24. Appreciates the constructive approach of the Serbian Government to relations with neighbouring countries, since this has enabled substantial progress in both regional cooperation and closer relations with the EU, and urges Serbia to continue to build on its good-neighbourly relations; calls on Serbia to promote good-neighbourly relations and the peaceful settlement of disputes, which includes promoting a climate of tolerance and condemning all forms of hate speech or war-time rhetoric and refraining from gestures such as publicly welcoming the return of individuals convicted of war crimes; notes that outstanding disputes and issues, in particular issues of border demarcation, succession, return of cultural goods and disclosure of Yugoslavian archives should be resolved in line with international law and established principles, including through implementation of legally binding agreements, inter alia the agreement on succession issues, and that bilateral disputes should be addressed in the early stages of the accession process in accordance with international law; highlights Serbia’s constructive role in the framework of the ‘Berlin Process’ and the Western Balkan Six initiative and its connectivity agenda; welcomes other initiatives focused on the future of the Western Balkans, in particular the Brdo Process, which proves to be an important framework for cooperation in both political and technical fields, and takes the view that concrete cooperation in areas of mutual interest can contribute to the stabilisation of the Western Balkans; welcomes, in this respect, the first Serbia – Bosnia and Herzegovina joint ministerial meeting, which took place on 4 November 2015 in Sarajevo; calls on Serbia to further promote the stabilisation and institutional strengthening of Bosnia and Herzegovina through its existing contacts and good-neighbourly relations with the country; reiterates its call on the Serbian authorities to initiate further measures for cross-borde ...

56. salue l'introduction de nouveaux outils pour la coordination des parties prenantes et l'intégration des politiques de l'Union et visant à axer les investissements sur les besoins réels sur le terrain, notamment les investissements territoriaux intégrés et les instruments du développement local mené par les acteurs locaux, en poursuivant un développement territorial équilibré; met en avant l'importance de l'adoption d'instruments d'analyse des incidences territoriales des politiques dont le principal objectif est d'examiner les conséquences territoriales des politiques de l'Union sur les autorités locales et régionales et d'attirer davantage l'attention sur ces effets dans le processus législatif, tout en reconnaissant les difficultés qui subsistent pour mettre en œuvre des approches territoriales intégrées compte tenu des différences qui subsistent en matière de réglementation entre les différents fonds européens et le degré de responsabilisation fortement variable des communautés régionales et locales dans les différents États membres et les autorités de gestion; demande l'élaboration d'une stratégie européenne d'investissement globale et intégrée ainsi qu'une consolidation de l'agenda territorial de l'Union européenne 2020 qui a été adopté en 2011 sous la présidence hongroise et qui doit être évalué par les présidences de 2015, et dont l'agenda urbain pour l'Europe fait partie; estime qu'une attention particulière devrait être accordée au renforcement du rôle des zones urbaines de petites et moyennes dimensions;

Welcomes the introduction of new tools for coordinating stakeholders and integrating EU policies, and for focusing investments on the real needs on the ground, such as the Integrated Territorial Investments and the Community-Led Local Development instruments, seeking balanced territorial development; points to the importance of adopting instruments for assessing the territorial impact of policies, the main objective of which is to consider the territorial impact of EU policies on local and regional authorities, and to draw greater attention to that impact in the legislative process, while noting the existing challenges to implementing integrated territorial approaches, given the remaining regulatory differences across the EU funds and the greatly varying degree of empowerment of regional and local communities among Member States and managing authorities; calls for an overall, integrated EU investment strategy, and a strengthening of the EU Territorial Agenda 2020, adopted under the Hungarian Presidency in 2011 and scheduled to be evaluated by the presidencies of 2015, which includes the EU Urban Agenda; is of the opinion that particular attention should be paid to strengthening the role of small- and medium-sized urban areas;

5. souligne que le budget de l'Union devrait s'axer sur des projets d'infrastructures porteurs d'une forte valeur ajoutée européenne en réduisant les goulets d'étranglement et en construisant/améliorant les infrastructures transfrontalières, ainsi qu'en modernisant les infrastructures existantes telles que les lignes ferroviaires, en vue de développer le marché intérieur de l'Union et de renforcer la compétitivité de l'Union en tant qu'entité; indique que dans le contexte de la situation internationale actuelle à la frontière orientale de l'Union, il est d'une importance particulière de connecter les États membres au réseau de transports de l'Union à l'aide de paramètres techniques européens, et notamment de la norme européenne en matière d'écartement des voies, afin qu'ils s'intègrent mieux au marché commun de l'Union; rappelle par ailleurs que de grands problèmes d'interopérabilité subsistent dans le système ferroviaire de l'Union européenne, notamment en ce qui concerne l'écartement des voies, et demande que les efforts portent également sur l'harmonisation et la mise en place d'un véritable espace ferroviaire européen interopérable; souligne également la nécessité de développer les connexions intermodales entre le réseau ferroviaire et d'autres modes de transport;
5. Underlines that the EU budget should focus on infrastructure projects that will deliver high European added value, by removing bottlenecks and building/improving trans-border infrastructure, as well as upgrading existing infrastructure, such as rail links, in order to develop the EU's internal market and improve the competitiveness of the EU as a whole; notes that in the context of the current international situation on the EU's Eastern borders, it is of particular importance to connect Member States in the EU transport network with European technical parameters, including European standard gauge, so they can better integrate into the EU's common market; draws attention, at the same time, to the major interoperability problems still existing across the EU railway network, including rail gauge differences, and calls for efforts to be focused on harmonisation, with a view to building a genuinely interoperable European railway area, also stresses a need to develop intermodal connections of the railway with other transport modes;

15. se félicite de l'adoption et de l'entrée en vigueur, le 1er juin 2005, de six actes législatifs importants, dont le Conseil européen de décembre 2004 avait fait un préalable à l'ouverture de négociations; constate cependant avec inquiétude un ralentissement dans le processus de réforme, notamment en ce qui concerne la mise en oeuvre sur le terrain; des inquiétudes subsistent concernant certaines parties de la législation adoptée, notamment l'article 301 qui érige en crime les actes contre l'identité turque, appliqué en violation de la Convention européenne des droits de l'homme dans le procès contre Ohran Pamuk, l'article 305 du Code pénal turc qui criminalise "les actes perpétrés contre l'intérêt national fondamental" ainsi qu'un règlement portant application du droit des associations maintenant un certain nombre de restrictions, parmi lesquelles une autorisation a priori pour les financements étrangers; de sérieux doutes subsistent également concernant l'insuffisance des propositions juridiques relatives au fonctionnement des communautés religieuses (loi sur les fondations);
15. Welcomes the adoption and entry into force on 1 June 2005 of six important pieces of legislation, a step which was established by the European Council in December 2004 as a condition for the opening of the negotiations; notes with concern, however, that there is a slowing of the reform process, particularly as regards implementation on the ground; notes that concerns remain about certain elements of the laws adopted, for example: Article 301, which criminalises acts against Turkish identity, applied in breach of the European Convention of Human Rights in the lawsuit against Ohran Pamuk; Article 305 of the Turkish Penal Code, which criminalises ‘acts against the fundamental national interest’, and a regulation implementing the law on associations, which retains a number of restrictions, including a priori authorisation of foreign funding; notes likewise that serious concerns also remain regarding the insufficient legal proposals regarding the functioning of religious communities (Law on Foundations);

Se félicitant de cette décision, Anna Diamantopoulou a déclaré qu'avec le programme opérationnel "Éducation et formation professionnelle initiale", la Grèce devrait réaliser tous ses grands objectifs éducatifs en surmontant les obstacles qui subsistent et rejoindre les États membres de l'Union européenne et du monde aux systèmes éducatifs de pointe en promouvant l'égalité des chances en matière d'éducation pour tous, et notamment pour les enfants à risque, afin de leur garantir plus tard dans la vie une égalité d'accès au marché du travail, en établissant une corrélation entre l'éducation et l'emploi, en développant d'autres formes d'apprentissage tout au long de la vie, en encourageant et promouvant l'esprit d'entreprise chez les jeunes et leur adaptabilité, en améliorant l'accès des femmes au marché du travail, en modernisant et créant de nouvelles infrastructures éducatives.
The principal aims of this programme are: promoting equal opportunities in education for all and particularly for children at risk to ensure that later on in life they enjoy equal access to the labour market; linking education with employment by developing alternative forms of life long learning; developing and promoting entrepreneurial thought and action of young people and their adaptability; improving women's access to the labour market; improving existing and creating new educational infrastructure;

Cette stratégie doit concourir à lever les obstacles subsistants au commerce transfrontalier des valeurs mobilières, notamment en recommandant l'application d'un jeu unique de normes comptables, propres à favoriser la transparence et la comparabilité des comptes des sociétés dans toute l'Union européenne.
The strategy is designed to help eliminate remaining barriers to cross-border trading in securities, in particular by recommending that there be one set of accounting standards so that company accounts throughout the European Union are more transparent and can be more easily compared.

En ce qui concerne l'Accord "Recherche et technologie", qui constitue un paquet avec le nouvel Accord, l'importance a été réitérée d'adopter des directives de négociation, aussitôt que possible, afin de renforcer et d'approfondir les relations entre l'Union européenne et Israël dans ce domaine sur une base aussi large que possible ; - qu'avec le Maroc, les négociations ont été entamées mais que des problèmes importants subsistent notamment dans le secteur agricole et la coopération financière.
As regards the Research and Technology Agreement which constitutes a package together with the new Agreement, stress was again laid on the importance of adopting negotiating directives as soon as possible in order to strengthen and deepen relations between the European Union and Israel in this sphere on as wide a basis as possible; - negotiations with Morocco had begun, but substantial problems still remained in the sectors of agriculture and financial co-operation.

A l'issue de cette conference la resolution suivante a ete adoptee : la Conference europeenne de l'Artisanat et des Petites Entreprises : 1) se felicite de l'adoption par la Commission du programme d'action pour les petites et moyennes entrepises (7 aout 1986); 2) souhaite que tous les moyens soient mis en oeuvre pour concretiser les actions decrites dans ce programme, tant en ce qui concerne l'environnement des entreprises, que l'accroissement de leur flexibilite et de leur capitalisation; 3) eu egard au fait que les entreprises de petite taille sont les premieres handicapees par les obstacles non tarifaires qui subsistent depuis 30 ans dans le marche commun, considere qu'une action prioritaire doit etre engagee pour lever ces obstacles a la realisation du marche interieur, ainsi que pour reduire et simplifier au maximum les barrieres administratives, fiscales et techniques; 4) estime qu'un effort particulier devra etre realise en faveur de l'artisanat et notamment : a) une politique destinee a promouvoir l'esprit d'entreprise et le role eminent de l'entrepreneur independant; b) une politique de sensibilisation et d'information des artisans aux nouvelles technologies afin que celles-ci penetrent dans les entrepries deja existantes; c) une politique d'encouragement des jeunes et des chomeurs pour les inciter a creer leur propre entreprise artisanale; - 2 - d) une politique de formation aux nouvelles technologies et aux materiaux nouveaux, ceci des l'apprentissage des jeunes; e) une politique de conservation du savoir-faire de l'artisanat; f) une politique de valorisation et de protection simplifiee des inventions; 5) demande que les Institutions financieres de la Communaute et les Fonds communautaires prennent des mesures de financement specifiques et faciles a mettre en oeuvre en faveur des petites entreprises et des entreprises artisanales, tant en ce qui concerne les aides, les prets, les soutiens specifiques que les operations de capital a risque; 6) s ...
The following resolution was adopted at the end of the conference. The European Conference on Craft Industries and Small Businesses: 1) Welcomes the adoption by the Commission of the action programme for small and medium-sized businesses (7 August 1986); 2) Hopes that all possible resources will be used to put into effect the actions described in the programme, as concerns both the business environment and greater flexibility and access to finance; 3) Considers that, since small businesses are those most handicapped by the non-tariff barriers which have persisted in the common market for 30 years, priority should be given to eliminating these obstacles to the completion of the internal market, and to reducing and simplifying administrative, tax and technical procedures as much as possible; ../.- 2 - 4) Considers that a special effort will have to be made to assist craft industries, including policies : a) to promote enterprise and the important role of the self-employed entrepreneur; b) to educate and inform craftsmen on the new technologies so that they are introduced into existing businesses; c) to encourage young people and the unemployed to set up their own craft industry businesses; d) to provide training in the new technologies and materials as early as the apprentice stage; e) to preserve craft skills; f) to simplify the procedures for making use of and protecting inventions. 5) Calls on the Community's financial institutions and Funds to introduce the kind of specific financing measures in favour of small businesses and craft industries that are easy to implement and cover the whole range of operations from grants and loans to special support and venture capital operations; 6) Welcomes the Commission's plans for providing information in the form of a "Community window for small businesses"; 7) Addresses this resolution to the Commission, Parliament, the Economic and Social Committee and the governement of the Member States.
