Wishes to enhance cooperation with EU national parliaments in exercising democratic scrutiny over the CFSP and the CSDP, with the goal of mutually reinforcing their respective influence on the political choices made by the other European institutions and by the Member States, while fully respecting existing national parliaments' defence policy prerogatives; regrets the lack of agreement at the EU Speakers' Conference on 4/5 April 2011 on the features of an interparliamentary conference on CFSP/CSDP and looks forward to reaching an agreement with national parliaments on new forms of interparliamentary cooperation in this field; recalls that Article 9 of Protocol 1 to the Lisbon Treaty on the role of national parliaments clearly states that the organisation and promotion of any form of effective and regular interparliamentary cooperation within the Union shall be determined together by the European Parliament and national parliaments;
