(2 bis) Le Parlement européen s'est félicité de l'ajout, par le traité de Nice, de l'article 181 A au traité instituant la Communauté européenne (traité CE), mais a réaffirmé qu'il serait hautement souhaitable, vu l'importance politique et budgétaire de l'aide de préadhésion, d'adopter les mesures nécessaires à la mise en œuvre de la coopération économique, financière et technique avec les États candidats à l'adhésion à l'Union conformément à la procédure prévue à l'article 251 du traité CE.
(2a) The European Parliament has welcomed the addition, by the Treaty of Nice, of Article 181a to the Treaty establishing the European Community (the EC Treaty), but reiterated its position that, given the political and budgetary importance of pre-accession assistance, it would be highly desirable to adopt the measures necessary for the implementation of economic, financial and technical cooperation with States which are candidates for accession to the Union in accordance with the procedure laid down in Article 251 of the EC Treaty.

Une renationalisation de ce genre serait hautement préjudiciable non seulement pour l’agenda de Lisbonne, mais aussi pour l’Union européenne dans son ensemble à l’avenir.
