Des expériences relatives à la formation d'observateurs civils ont été réalisées en Allemagne et en Suède et je pense que le moment est venu pour la Commission, pour l'Union européenne, de mieux coordonner et regrouper ces expériences, ces connaissances, ainsi que les personnes impliquées, afin que l'Union européenne puisse réagir rapidement à l'avenir - sur le plan militaire mais aussi lorsqu'il s'agit d'envoyer des observateurs civils.
Germany and Sweden have experience of training civil observers, and I believe that the time has come for the Commission, for the European Union, to better coordinate and pool this expertise and these people, so that in future, the European Union is not only able to act rapidly at military level, but also when it comes to sending civil observers.
