L’évaluation se fonde sur deux sources d’information: une enquête en ligne réalisée par la Commission en août et septembre 2005 auprès de l'industrie européenne des bases de données et le Gale Directory of Databases (“GDD”), qui constitue le plus grand répertoire de bases de données au monde et contient des statistiques sur la croissance de l’industrie mondiale des bases de données depuis les années 70.
The evaluation was conducted on the basis of two information sources: first, an online survey addressed to the European database industry carried out by the Commission in August and September 2005; and second, the Gale Directory of Databases (“the GDD”), which is the largest existing database directory and contains statistics indicating the growth of the global database industry since the 1970s.

(5) This instrument constitutes a development of the Schengen acquis, in accordance with the Protocol integrating the Schengen acquis into the framework of the European Union, as defined in Annex A to Council Decision 1999/435/EC concerning the definition of the Schengen acquis for the purpose of determining, in conformity with the relevant provisions of the Treaty establishing the European Community and the Treaty on European Union, the legal basis for each of the provisions or decisions which constitute the acquis(4).

The Commission is proposing to the Member States that they should now go a step further : in a memorandum which it has just adopted and which will be widely circulated among all the parties concerned (governments, industry, certification bodies, laboratories, trade unions, consumers, etc.). In essence, it is proposing a genuine European policy based on objective and universally-recognized criteria and designed to create the confidence that is needed in order to ensure that national certification, testing and inspection activities, both public and private - in short the whole arsenal of controls which guarantee to the consumer that a particular product deserves a quality mark - are made uniform and transparent.
