Ireland is taking part in this [instrument] in accordance with Article 5(1) of Protocol No 19 on the Schengen acquis integrated into the framework of the European Union, annexed to the Treaty on European Union and to the Treaty on the Functioning of the European Union, and Article 6(2) of Council Decision 2002/192/EC of 28 February 2002 concerning Ireland's request to take part in some of the provisions of the Schengen acquis*.

In this context, underlines the need to secure access to diversified sources of energy supply and to enhance energy security and efficiency; stresses the importance of EU competition rules as a base for investments and trade; underlines the necessity to use the private sector to secure and maintain the energy supply; calls on the Commission and the Council to emphasise in negotiations with Russia the importance of the planned Nabucco gas pipeline for the EU, and the EU's opposition to activities that might jeopardise it; considers that, in the current situation, it is vital for the EU to accelerate progress towards putting all new pipeline projects, such as Nabucco, South Stream and TGI in place; stresses the need for the EU to strongly factor energy security considerations into its approach to the aftermath of the 2008 Russia-Georgia conflict;

La session plénière a été ouverte par le Président Nilsson et sa sérieuse mise en garde: "L'Union européenne traverse une grave crise – crise financière, crise économique, crise de la dette souveraine, crise sociale (avec près de 23 millions de chômeurs) -, mais également une crise qui touche aux fondements même de l'intégration européenne".
The plenary session was opened by President Nilsson with a serious warning: "The European Union is in a profound crisis – a financial crisis, an economic crisis, a sovereign debt crisis, a social crisis with almost 23 million unemployed, but also a fundamental crisis of European integration itself".

Partant, je soutiens le rapport Morillon et j'appuierai toutes les propositions qui rendront ces politiques plus crédibles et sérieuses : augmenter les budgets nationaux de la défense dans le cadre de cette perspective de l'Union ; allouer une quote-part du budget de l'Union au soutien de la recherche et du développement ; un programme d'intégration visant à mettre un terme aux doubles emplois et à la dispersion ; une coopération ad hoc ou une coopération renforcée, dans le cas où certains États membres auraient des motifs légitimes de ne pas participer à cette entreprise ; l'intégration transparente et efficace de la défense européenne dans une OTAN rénovée et dans une Alliance transatlantique consolidée et devant être préservée.
I therefore support the Morillon report and I will uphold all the proposals that give these policies more credibility and more weight: increasing national defence budgets within this Union perspective; allocating a proportion of the Union’s budget to supporting research and development; an integration programme to stop duplication and fragmentation; ad hoc cooperation or enhanced cooperation, should some Member states have legitimate grounds for not taking part in this undertaking; the transparent, effective integration of European defence into a renewed NATO and into the consolidated Atlantic Alliance, which must be preserved.

Ce serait faisable, mais honnêtement, à mon avis, si nous visons sérieusement à l'intégration européenne, nous devons nous préparer à mettre de temps à autre notre orgueil de côté afin de pouvoir travailler avec efficacité.
I could, but honestly, in my personal opinion, if we are serious about European integration, we have to be prepared to swallow our pride occasionally in order to do things in an effective manner.

Au cours de cette phase de transition du processus d'intégration européenne une attention particulière devrait être portée à la transparence des nouvelles législations et à une réduction drastique des charges administratives qui pèsent sur les entreprises; - il est nécessaire, afin de permettre aux PME de rester compétitives dans le Grand Marché de renforcer et d'étendre les instruments de la Communauté en matière d'information et de coopération, tels que les Euro Info Centres, le BC-Net et Europartenariat; - afin de faire face aux problèmes de financement des investissements que connaissent les PME, la CE devrait renforcer sa politique financière afin de mettre en place ou de soutenir des systèmes de garantie, des fonds de capital à risque et afin de combattre le problème des délais de paiement qui affectent très sérieusement les liquidités des PME, en particulier en période de récession; - la situation économique actuelle nécessite une attitude offensive en faveur de la création d'entreprises et en particulier pour permettre à des personnes touchées par le chômage de créer leur propre entreprise.
In this transitional period of the European integration process specific attention should be paid to transparency of new legislation and minimizing administrative burden on business. - Strengthening and expanding the existing information and cooperation instruments of the EC, such as the Euro-Info-Centres, BC-Net and Europartenariat, is necessary to enable SMEs to remain competitive in the integrated European market. - To overcome the problems in investment financing faced by SMEs, the EC should strengthen its financial policy to establish or to support guarantee schemes, risk capital funds, and to fight the late payment problem which severely affects the liquidity of SMEs, especially in a recession. - The present economic situation requires an offensive approach designed to create favourable conditions for new start-ups and new opportunities for unemployed people to start their own business.

Trois exemples : - premièrement, il est de plus en plus évident que le taux tendanciel de l'innovation technologique dans l'économie dépend de l'existence ou non d'une concurrence; seul un marché intégré peut offrir les avantages de le grande échelle et de la concurrence; - deuxièmement, il s'avère que des effets dynamiques d'économies d'échelle d'augmentation du savoir-faire sont possibles dans les industries de pointe à croissance rapide, les coûts diminuant en fonction de l'augmentation du total de la production cumulés de certains bien et services; la segmentation du marché limite sérieusement ces avantages et nuit aux résultats dans des industries cléfs à croissance rapide, porteuses d'avenir; - troisièmement, les entreprises européenne sont appelées à redéfinir leurs stratégies commerciales: en fait, il est acquis que cette redéfinition a déjà commencé.
Three examples: - Firstly, there is increasing evidence that the trend rate of technological innovation in the economy depends upon whether or not there is competition; only an integrated market of European dimensions can offer the benefits both of scale of operation and of competition. - Secondly, there is evidence in fast-growing high technology industries of dynamic or learning economies of scale, whereby costs decline as the total accumulated production of certain goods and services increase; market segmentation gravely limits the scope for these benefits and damages performance in key high- growth industries. - Thirdly, the business strategies of European enterprises are bound to change: indeed, there is evidence of this already happening.
