Le projet de partenariat stratégique entre le Brésil et l'Union européenne devrait aider le Brésil à donner des impulsions positives au niveau international et régional et à engager avec l'Union européenne un dialogue global, stratégique, substantiel et ouvert, tant au niveau bilatéral que dans les enceintes multilatérales et régionales.
The proposed strategic partnership between Brazil and EU should help Brazil inexercising positive leadership globally and regionally and to engage with the EU in a global, strategic, substantial and open dialogue both bilaterally and in multilateral and regional fora.

Ce document devrait alimenter un débat public sur la future orientation des politiques et mesures communautaires et il devrait aider la Commission à mettre au point un nouvel agenda en 2005, adapté aux besoins et aux attentes de la société et des entreprises européennes.

(g) La liberté de religion ou de conviction et la liberté d'expression sont des droits qui se renforcent mutuellement mais lorsqu'elles s'opposent entre elles, l'Union européenne devrait également se rappeler que des outils médiatiques modernes contribuent à l'interdépendance des cultures et des fois; il convient donc de prendre des mesures pour empêcher les violences interculturelles commises en réaction à des manifestations de liberté d'expression relevant de la critique et, en particulier, de la dérision; dans ce contexte, l'Union européenne devrait aider à réduire ces tensions, par exemple en promouvant la compréhension mutuelle et le dialogue, condamner sans équivoque tout acte de violence perpétré en réaction à de telles manifestations et s'opposer fermement à toute tentative visant à criminaliser la liberté d'expression en ce qui concerne les questions religieuses, comme les lois relatives au blasphème;
(g) While freedom of religion or belief and freedom of expression are mutually reinforcing rights, in cases where these two rights are invoked against each other, the EU should also bear in mind that modern media tools allow for a greater degree of interconnectedness between cultures and faiths; therefore steps need to be taken to avoid intercultural violence as a reaction to acts of freedom of expression related to criticism and especially ridicule or mockery; in this context, the EU should help in reducing such tensions, for example by promoting mutual understanding and dialogue, and condemn unequivocally any act of violence committed in reaction to such speech, and it should firmly oppose any attempt to criminalise freedom of speech in relation to religious issues, such as blasphemy laws;

(s) Il convient que l'Union européenne poursuive ses initiatives dans le cadre de plusieurs instances multilatérales afin de promouvoir et de protéger la liberté de religion ou de conviction; au besoin et sur demande, l'Union européenne devrait aider les pays tiers à élaborer une législation favorisant et protégeant la liberté de religion et de conviction.
(s) The EU should continue its initiatives in various multilateral fora in order to promote and protect the freedom of religion or belief; when appropriate, and upon request, the EU should assist third countries in drawing up legislation promoting and protecting freedom of religion or belief;

Considers that the Community should play an active role in ensuring that the international legal instruments essential for the management and control of the exploitation of shared resources are adopted and then applied; considers also that, in the context of its development policy, the Community should offer the partner developing countries financial assistance to enable them to implement these international commitments to which they have subscribed;

La combinaison des activités annoncées devrait aider l'industrie européenne, notamment dans les nouveaux Etats membres, à relever avec succès le défi des mutations industrielles et à contribuer ainsi à la réalisation de l'objectif que l'Union européenne s'est fixé il y a quatre ans au Conseil européen de Lisbonne.
The combination of the activities announced should help Europe's industry, in particular in the new Member States, to meet successfully the challenges of structural change and to contribute, therefore, to meeting the objectives that the European Union set itself four years ago at the Lisbon European Council.

Comme le confirme la résolution 1546 du Conseil de sécurité des Nations unies, l'ONU mettra à profit la vaste expérience qu'elle a acquise en Iraq avant la guerre et des travaux engagés par son envoyé spécial, Sergio De Mello, avant l'attentat tragique perpétré contre le siège des Nations unies à Bagdad l'année dernière, et poursuivis par l'envoyé spécial Lakhdar Brahimi, afin de jouer un rôle-clé pour aider les Iraquiens à mener à bien leur transition politique. L'Union européenne devrait donc être prête à continuer à aider les Nations unies à jouer ce rôle pilote et à veiller à la bonne coordination de ses actions d'assistance en faveur de l'Iraq avec celles de l'Organisation.
As confirmed by UNSCR 1546, the UN will draw on its considerable experience in Iraq before the war and and on the work begun by UN Special Envoy Sergio De Mello before the tragic attack on UN headquarters in Baghdad last year and continued by Special Envoy Lakhdar Brahimi, to play a key role in helping the Iraqis to move through their political transition The EU should therefore continue to support the UN in playing this leading role and ensure that its actions to assist Iraq are well coordinated with that organisation.
