L'Union devra se préparer, car, comme l'a affirmé le Conseil européen de juin 1993, la capacité de l'Union à assimiler de nouveaux membres tout en maintenant l'élan de l'intégration européenne constitue également un élément important répondant à l'intérêt général aussi bien de l'Union que des pays candidats.
