In order to ensure correct marking of wood packaging material and to take into account the development of international standards, and in particular of ISPM15, the power to adopt acts in accordance with Article 290 TFEU should be delegated to the Commission in respect of amending and supplementing the requirements concerning wood packaging material, including its introduction into the Union territory, and of specifying the requirements for authorisation of registered operators to apply the mark of wood packaging material in the Union territory.

The new EU Timber Regulation to take effect in March 2013 will ban the sale of illegally harvested timber and related products into the EU, and is expected, together with the VPAs, to discourage illegal and unsustainable exploitation of forests and thus address one of the drivers of forest degradation.
