REFERRING to the provision that, pursuant to Article 68(3) of the Treaty establishing the European Community, the Council of the European Union, the European Commission and the Member States may request the Court of Justice of the European Communities to give a ruling on the interpretation of acts of the institutions of the Community based on Title IV of the Treaty, including the interpretation of this Agreement, and the circumstance that this provision shall not be binding upon or applicable in Denmark, according to the Protocol on the position of Denmark.

La plateforme européenne de conseil en investissement (EIAH) a pour objectif de fournir, en s’appuyant sur les services de conseil existants de la BEI et de la Commission, un soutien consultatif au recensement, à la préparation et au développement de projets d’investissement, et de faire office de plateforme unique pour le conseil technique au financement de projets dans l’Union.
1. The European Investment Advisory Hub (EIAH) shall have as its objective to build upon existing EIB and Commission advisory services in order to provide advisory support for the identification, preparation and development of investment projects and to act as a single technical advisory hub for project financing within the Union.

Le 26 novembre 2014, la Commission a publié une communication intitulée "Un plan d’investissement pour l’Europe" (ci-après dénommée "plan d’investissement"), qui prévoit la création de l’EFSI, d’un portail de projets d’investissement transparent au niveau de l’Union (ci-après dénommé "portail européen de projets d’investissement") et d’une plateforme de conseil en investissement (ci-après dénommée "plateforme européenne de conseil en investissement"), et souligné l’importance d’un programme ambitieux pour supprimer les obstacles à l’investissement et achever le marché intérieur.
On 26 November 2014, the Commission issued a communication entitled ‘An Investment Plan for Europe’ (Investment Plan) which envisaged the creation of the EFSI, a transparent portal of investment projects at Union level (European Investment Project Portal) and an investment advisory hub (European Investment Advisory Hub) and placed emphasis on an agenda to remove obstacles to investment and complete the internal market.

Since the objectives of this Decision, namely the creation of obligations and conditions for access for consultation of VIS data by Member States' designated authorities and by Europol, cannot be sufficiently achieved by the Member States and can, therefore, by reason of the scale and effects of the action, be better achieved at the level of the European Union, the Council may adopt measures in accordance with the principle of subsidiarity, referred to in Article 2 of the Treaty on European Union and defined in Article 5 of the Treaty establishing the European Community.

Since the objectives of this Decision, particularly the prevention of and the fight against organised and transborder crime, cannot be sufficiently achieved by the Member States and can therefore, by reason of the scale or impact of the programme, be better achieved at the level of European Union, the Council may adopt measures in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty establishing the European Community, made applicable to the Union by Article 2 of the Treaty on European Union.
