La directive régissant les soins transfrontaliers qui est proposée entend garantir l’application de principes communs dans toute l’Union européenne. Cette directive s’appuie entre autres sur la volonté d’exploiter le potentiel de coopération européenne là où celle-ci se révèle utile, y compris dans les régions frontalières, grâce à des réseaux européens de référence regroupant des centres spécialisés, à un réseau communautaire d'évaluation des technologies de la santé ou aux services de santé en ligne.
Citizens also enjoy rights to access healthcare in other Member States. The proposed Directive for cross-border healthcare aims to ensure application of common principles for cross-border healthcare in the EU. One pillar of the Directive is that of realising the potential of European cooperation in areas where this is useful, including in border regions, through European reference networks of specialised centres, through EU network for Health technology assessment or through e-health.

(20) The progress made in the new technologies and in particular in their space applications, such as beacon-based ship monitoring systems, imaging systems or Global Navigation Satellite System (GNSS), now makes it possible to extend traffic monitoring further offshore and thereby to ensure better coverage of European waters, including by Long Range Identification and Tracking (LRIT) systems.
