Council reached a general approach on the surrender agreement on 28 June 2006 but the agreement has not yet been formally concluded as at the moment of the entry into force of the Treaty of Lisbon the ratification process by Member States was not finalised and the new procedure provided for by Article 218 of the Treaty on the Functioning of the European Union (TFEU) has now to be applied.
