Reaffirms its commitment to working in a complementary manner and in cooperation, not in competition, with organisations such as the UN, NATO and the G20 to ensure that the EU and its Member States effectively face existing and emerging foreign and security challenges, particularly in the EU’s Eastern and Southern Neighbourhoods; reaffirms its commitment to NATO and the Transatlantic Alliance as the cornerstone of security and defence policy in Europe; rejects proposals by the Commission President for the creation of a ‘European army’, and restates its commitment to revitalising NATO and to ensuring defence policy remains a matter of national sovereignty;

3. réaffirme qu'il est nécessaire que l'Union européenne réponde aux récentes tragédies survenues en Méditerranée en se basant sur le principe de solidarité et de partage équitable de responsabilités, conformément à l'article 80 du traité sur le fonctionnement de l'Union européenne (traité FUE), ainsi que sur une approche européenne globale; réaffirme qu'il est nécessaire que l'Union européenne accentue le partage équitable de responsabilité et la solidarité envers les États membres qui accueillent le plus grand nombre de réfugiés et de demandeurs d'asile, aussi bien en valeur absolue que relative;

Reiterates the need for the EU to base its response to the latest tragedies in the Mediterranean on solidarity and fair sharing of responsibility, as stated in Article 80 of the Treaty on the Functioning of the European Union (TFEU), and to take a comprehensive European approach; reiterates the need for the EU to step up fair sharing of responsibility and solidarity towards Member States which receive the highest numbers of refugees and asylum seekers in either absolute or proportional terms;

4. réaffirme que l'unité, la souveraineté et l'intégrité territoriale de l'Iraq sont essentielles pour la stabilité et le développement économique du pays et de la région; souligne que l'Union européenne a réaffirmé son soutien aux autorités iraquiennes en lutte contre le terrorisme et a fait ressortir que l'action des forces de sécurité doit s'accompagner d'une solution politique durable de la part du gouvernement iraquien, associant l'ensemble des responsables et des communautés d'Iraq dans un esprit d'union nationale ; rappelle qu'aucun dialogue politique réel associant l'ensemble des parties ne s'est tenu jusqu'à présent, ce qui a contribué à la détérioration des conditions de sécurité; invite le gouvernement iraquien et le gouvernement régional du Kurdistan a parvenir à un accord sur toutes les questions en suspens;

Underlines the fact that Iraq’s unity, sovereignty and territorial integrity are essential for stability and economic development in the country and the region; stresses that the EU has reiterated its support for the Iraqi authorities in the fight against terrorism and has emphasised that the security response needs to be combined with a sustainable political solution by the Government of Iraq, involving all Iraqi leaders and communities in a spirit of national unity; recalls that a real, inclusive political dialogue has been lacking so far, contributing to the worsening of the security context; calls on the Government of Iraq and the Kurdistan Regional Government to find an agreement on all pending issues;
