Believes that the decision establishing the organisation and operation of the EEAS should also stipulate that Union embassies in third countries must whenever necessary, according to the resources at their disposal, provide logistical and administrative support to the members of all Union institutions; while the European Union delegations will be an integral part of the EEAS, and while they should take their instructions from and be subject to the supervision of the VP/HR and should administratively belong to the Commission, requests the next VP/HR to commit him/herself to informing Parliament's Committee on Foreign Affairs about his/her appointments to senior posts in the EEAS and to agreeing to the committee conducting hearings with the nominees, if the committee so decides; also requests that the next VP/HR commit him/herself to renegotiating the current interinstitutional agreement with the European Parliament, in particular on access to sensitive information and other issues relevant for smooth interinstitutional cooperation;

21. se félicite de la communication de la Commission intitulée "Vers un partenariat mondial pour un développement durable", publiée le 13 février 2002, relative à la contribution de l'UE en vue du sommet mondial de Johannesburg sur le développement durable, adressée notamment au Parlement, et déplore de ne pas disposer, en raison de la publication tardive de ce document, de suffisamment de temps pour formuler un avis approfondi avant que le Conseil Environnement adopte, en mars, des conclusions qui seront soumises au Conseil européen de Barcelone des 15 et 16 mars 2002; prie, par conséquent, le Conseil de reprendre ce dossier lors du Conseil européen qui se tiendra en juin2002 à Séville, de manière à ce que se déroule dans le cadre de l'Union européenne une pleine consultation et que le comité préparatoire IV des Nations unies rende compte entre-temps de ses travaux finals à Djakarta;

Welcomes the Communication from the Commission published on 13 February 2002 "Towards a Global Partnership for Sustainable Development" on the EU's contribution towards the Johannesburg World Summit on Sustainable Development (WSSD) addressed, inter alia, to Parliament, and regrets that due to the late publication of this document there will be insufficient time for Parliament to give its considered response before the forthcoming March Environment Council adopts its conclusions for transmission to the Barcelona European Council meeting on 15-16 March 2002; calls therefore on the Council to consider this matter further at the Seville European Council in June 2002 to allow for full consultation at EU level and for a report from the final meeting of UN Preparatory Committee IV in Jakarta;
