Les travaux de la task-force contribueront à la poursuite de l'évolution de l'Union européenne dans le contexte de la feuille de route pour une Union plus unie, plus forte et plus démocratique, publiée dans la perspective des élections du Parlement européen et de la réunion des dirigeants européens à Sibiu (Roumanie) le 9 mai 2019.
The work of the Task Force will contribute to the further evolution of the European Union in the context of the Commission's Roadmap for developing a more united, stronger and more democratic Union ahead of the European Parliament elections and the EU27 Leaders' meeting in Sibiu (Romania) on 9 May 2019.

Le train de mesures présenté aujourd'hui s'inscrit dans le cadre plus large de la feuille de route pour une Union plus unie, plus forte et plus démocratique du président Juncker, ainsi que du programme des dirigeants qui en résulte, présenté par le président du Conseil européen, M. Donald Tusk, en vue de la réunion de Sibiu du 9 mai 2019, lors de laquelle devraient être prises d'importantes décisions concernant l'avenir de l'Europe.
Today's package is part of President Juncker's broader Roadmap for a more United, Stronger and more Democratic Union as well as the resulting Leaders' Agenda on the road to Sibiu, presented by the President of the European Council, Donald Tusk, where on 9 May 2019 important decisions on the future of Europe should be taken.

Aux fins d'une Union plus démocratique, nous présenterons des propositions visant à créer la fonction de ministre européen de l'économie et des finances permanent, qui sera tenu de rendre des comptes, une initiative en vue de renforcer davantage la subsidiarité et la proportionnalité, et une communication sur la recherche d'une plus grande efficience dans la conduite de l'Union européenne.
For a More Democratic Union, we will make proposals for the creation of a permanent and accountable European Minister of Economy and Finance, an initiative on further enhancing subsidiarity and proportionality, and a Communication on enhancing efficiency at the helm of the European Union.

As each nation within the European Union surrendered sovereignty in order to create a trade bloc within Europe, they adopted the following features: a supranational, democratically elected, European Parliament; an acceptance that every country within the trading bloc would have to meet the highest environmental standards in operation within that trading bloc—in other words, every country, including Spain, had to raise itself to the standards under which German industries operated; and last, in order to help Spain and other poorer countries within the European Union do this, a transfer of resources from north to south.

We will continue our work across the 10 priorities through 21 new initiatives: (1) to boost jobs, growth and investment we will propose a Youth Initiative, an Action Plan on the implementation of the Circular Economy and a new Multi-annual financial framework; (2) we will carry out a mid-term review of the Digital Single Market; (3) we will implement the Energy Union Strategy with work on low-emission vehicles and mobility; (4) we will build a deeper and fairer internal market by implementing the Single Market Strategy, Space Strategy for Europe and Capital Markets Union Action Plan and making proposals for Fairer taxation of companies; (5) we will present ideas for the reform of the EU at 27 and the strengthening of the Economic and Monetary Union and we will propose a European Pillar of Social Rights; (6) we will implement the Trade for All Strategy and pursue trade negotiations with our partners while strengthening our trade defence instruments; (7) we will continue to pursue a Security Union to fight terrorism and will align the rules on the protection of personal data and privacy; (8) we will deliver on the European Agenda on Migration; (9) to strengthen Europe's role as a global actor, we will present a European Defence Action Plan including a European Defence Fund, and the Commission and the High Representative will adopt an EU Strategy for Syria and implement the EU Global Strategy and Africa-EU Partnership; (10) we will adapt existing laws to the Treaty provisions on delegated and implementing acts and will assess the democratic legitimacy of existing procedures for adopting certain secondary EU acts.

La légitimité du président de la Commission, ainsi que la responsabilité de la Commission envers le Parlement européen et l’électorat européen s’en trouveraient renforcées et, plus généralement, la légitimité démocratique de l’ensemble du processus décisionnel au sein de l’Union en serait accrue.
This should increase the legitimacy of the President of the Commission, the accountability of the Commission to the European Parliament and the European electorate and, more generally, increase the democratic legitimacy of the whole decision-making process in the Union.

These benefits represent significant progress towards a more democratic, solidarity-based, transparent, effective and open Union which respects the values underpinning the European model of society and is in a better position to promote these values and to assert itself on the international stage.

Furthermore, in view of the lessons which may be learnt more than a year and a half after the entry into force of the Treaty on European Union and of the challenges and risks linked in particular to the prospect of a further enlargement, the European Council considers that thoughts should now focus on a number of priorities to enable the Union to respond to its citizens' expectations: - to analyse the principles, objectives and instruments of the Union, with the new challenges facing Europe; - to strengthen common foreign and security policy so that it can cope with new international challenges; - to provide a better response to modern demands as regards internal security, and the fields of justice and home affairs more generally; - to make the institutions more efficient, democratic and open so that they are able to adjust to the demands of an enlarged Union; - to strengthen public support for the process of European integration by meeting the need for a form of democracy which is closer to the citizens of Europe, who are concerned at employment and environment questions; - to put the principle of subsidiarity into practice more effectively.

ANNEX DRAFT CODE OF CONDUCT CONCERNING PUBLIC ACCESS TO COUNCIL AND COMMISSION DOCUMENTS The Council and the Commission, HAVING REGARD to the Declaration on the Right of Access to Information annexed to the Final Act of the Treaty on European Union, which emphasizes that transparency of the decision-making process strengthens the democratic nature of the Institutions and the public's confidence in the administration, HAVING REGARD to the conclusions wherein the European Councils in Birmingham and Edinburgh agreed on a number of principles to promote a Community closer to its citizens, HAVING REGARD to the conclusions of the European Council in Copenhagen, reaffirming the principle of giving citizens the greatest possible access to information and calling on the Council and the Commission to adopt at an early date the necessary measures for putting this principle into practice, CONSIDERING it desirable to establish by common agreement the principles which will govern access to Commission and Council documents, it being understood that it is for each of them to implement these principles by means of specific regulations, WHEREAS the said principles are without prejudice to the relevant provisions on access to files directly concerning persons with a specific interest in them, WHEREAS these principles will have to be implemented in full compliance with the provisions concerning classified information, WHEREAS this code of conduct is an additional element in their information and communication policy, HAVE AGREED AS FOLLOWS: General principle The public will have the widest possible access to documents held by the Commission and the Council".
