28. constate que les interconnexions prévues devraient permettre aux États baltes d'atteindre l'objectif de 10 % d'ici à la fin 2015; s'inquiète du fait que les réseaux des États baltes sont encore synchronisés avec le système électrique russe et dépendent de celui-ci, ce qui constitue un obstacle à une véritable intégration et au bon fonctionnement du marché européen de l'électricité; demande que les réseaux d'électricité des États baltes soient rapidement synchronisés avec le réseau du continent européen, afin d'assurer l'intégration complète du marché intérieur de l'électricité, une plus grande sécurité de l'approvisionnement en électricité et un fonctionnement sécurisé du système; demande aux États membres concernés de prendre les mesures nécessaires pour amorcer une procédure formelle afin d'étendre le réseau synchrone du continent européen aux États baltes et appelle le REGRT-E à lancer cette procédure; invite la Commission à appuyer et à suivre la mise en œuvre de ce projet; prend le marché commun nordique de l'électricité comme un exemple de bonne pratique pour la coopération entre les États membres en ce qui concerne la création et la mise en place d'un marché intérieur de l'électricité; estime qu'il est important de renforcer les interconnexions entre la Pologne et le marché nordique de l'électricité si l'on veut que la Pologne atteigne son objectif de 10 %; se félicite de la signature du protocole d'accord concernant le renforcement du plan d'interconnexion des marchés énergétiques de la région de la Baltique (PIMERB); souligne que la coopération régionale par l'intermédiaire du PIMERB se poursuit et que la solidarité entre les États membres dans la mise en œuvre des projets d'intérêt commun est davantage renforcée;

Notes that planned interconnectors are expected to allow the Baltic States to reach the 10 % goal by the end of 2015; is concerned that the Baltic states’ networks are still synchronised with, and dependent on, the Russian electricity system, which is an impediment for a truly integrated and properly functioning European electricity market; calls for a rapid synchronisation of the Baltic States’ electricity networks with the Continental European Network in order to ensure full integration in the internal electricity market, a higher security of electricity supply and secure system operation; asks the concerned Member States to take the necessary steps to initiate, and ENTSO-E to launch, a formal procedure for the extension of the synchronous Continental European Network towards the Baltic states; invites the Commission to support and monitor the implementation of this project; highlights the common Nordic power market as a best practice for cooperation among Member States in creating and developing the internal electricity market; acknowledges the importance of higher interconnectivity between Poland and the Nordic electricity market if Poland is to reach its 10 % target; welcomes the signature of the Memorandum of Understanding on reinforced Baltic Energy Market Interconnection Plan (BEMIP); underlines that regional cooperation through BEMIP shall continue and that solidarity between Member States in implementing PCIs is further enhanced;
